6/4 stats for 4 mana is decent, compare to Feral Spirit

Exactly. At least chain gang has taunt. This card is mediocre; a pleasant surprise. Since Druid has become enough broken cards in the last expansions, the mediocreness of the druid-cards this time is refreshing; including this. It's an average card; not utterly bad if you get it somehow for free, but also not good enough to put it in a deck; not even with Fandral in Wild. (even through they have a new combo with fandral and legendary)
This kind of cards are always good for big archetypes If you need little minions on battleground but don't want to put little costed minions to your deck for mechanic issues.

Two 3/2 at turn 4 are actually pretty scary in an aggressive deck. Will be played in token druid.

We'll see. But I say they are, that is six damage per turn they stick around and 2x 2 Health isn't easy to remove for most classes. Compare them to Saronite Chain Gang, which also is run in a bunch of aggressive decks that even don't have access to druid's Mark of the Lotus and Power of the Wild. Sure, the taunt is also a thing, but I'm not saying that this new card here is meta-defining level of good. Just that it is good enough to be played in token druid, where it has a lot of synergy.
A 2-4 taunt minion is worth 2 mana, if you look at Wyrmrest Agent. Druid even has access to Druid of the Swarm for a 1-5 taunt for 2 and Crypt Lord for 3. That is an incredibly weak buff card!
The "swarm" card is better, but Wispering Woods would usually work better in a token deck, and Force of Nature is too weak for 5 mana. Living Mana shows you what is needed to make a viable token generator, 2x vanilla 3-2s is too weak!

2x2 health plays right into every AOE turn in the game. And all of the cheapest spot removal. Bloodfen Raptor is barely playable on turn 2, let alone turn 4.
Chain Gang is leagues better because the stats are better allocated for trading and also taunt of obvious importance.
I know you're not saying this card is great...I just actively think it's bad right now. The taunt option is almost unplayable IMO. It's hard to imagine that being a good choice almost ever. As such, the only good choice are the Raptors...and it feels like you can do a lot more for 4 mana than that.
aybe, after april, token druid will need this because of the rotation. But right now it seems so underwhelming.

constructed to be seen, the effect at cost seems not that good.

Free to try and find a game, dealing cards for sorrow, cards for pain.
The 3/2s on turn 4 is solid, because it does not eat up 2 deck spaces and can be played as a taunt to beef up another minion.
Always expect the unexpectable!
The first option is noticeably worse than the second. For four Mana you can play a Sen'jin Shieldmaster. Should have been at least +2/+5.
Raptors are much better than the buff, considering current Druids don't run early game minions much. Mediocre card.
Unpopular opinion: Rogue is OP
Good card but the Choose One options are not balanced. Two 3/2 Raptors are a way too stronger option than a +2 / +4 Taunt.
