Dust Devil is incredibly chancy. Warlock aggro control carries Voidwalker and Shieldbearer; other decks typically have answers from Fiery War Axe to Holy Smite to whatever other thing. If Dust Devil dies, it has no impact on the field, but it does cost you your next turn in overload. I would probably remove this card.
There's a ton of windfury effects in the deck, but not a lot of targets. Imparted windfury effects usually go 1-2 per deck, not 4. How many times will your Fire Elemental really survive? How many times will your opponent not have up a taunt that will kill the Windfury minion? Considering you use up a card to give a minion windfury, how often can you trade 2 for 1? The answer is perhaps not many. You can get higher percentage out of windfury effects with Faceless Manipulator, Rockbiter Weapon, and a Charge minion, or with the crystal-cheap Leeroy Jenkins, but running as many imparted windfury as there are in this deck seems too risky. Cut the effects down to 2 at the most.
If you want a cheap deck, I'm a believer in Earth Elemental. It's a huge risk, like Ironbark Protector since it's vulnerable to the popular current meta removal of Big Game Hunter and The Black Knight, and can be a problem for you yourself if your opponent uses Faceless Manipulator. Plus, as so many others caution, it does kill tempo. On the other hand, a 7/8 taunt is usually something your opponent *has* to deal with, and of course it's a target for Windfury.
Generally run 2 x Earth Shock, and no Frost Shock, only 1 x Bloodlust. Silence is generally far more useful than freezing a target. Bloodlust is great if you've established a big board, but usually you can only *really* use one Bloodlust per game - after that, if you didn't win right there, you probably lost.
Generally players don't run Bloodlust *and* windfury effects; it's a bit much for one deck to handle.

Well, first of all, do not craft Al'Akir. He is not necessary even for a top level shaman deck, so it would be a massive waste of dust. Either craft some other more common legendary, which you will be able to use in many other decks, like rag and cairne, or even better, spend this dust on the cards you will need for your decks. You are missing some of the key shaman cards, like Feral Spirit so i would consider crafting those.
Some of the cards you should take out right away are: Dust Devil - it is just bad, and Bloodlust - it would sit in your hand as a dead card most of the time, Frost Shock - swap it for another Earth Shock.
A good example of a decent cheap Shaman deck is the one Trump made in his F2P run to legendary:
Remove 1 bloodlust, 1 windfury, the frost shock, the windspeakers and the dust devils and add 2 x feral spirit, 1 x unbound elemental, 2 x argent squire, 2 x defender of argus and 1 x argent commander and 1 x azure drake and 2 x harvest golem depending on what cards you have.
Additionally, I suggest crafting a few solid commons/rares that fit into multiple decks before saving dust for a legendary. Good examples include cards like faerie dragon, knife jungler, harvest golem, defender of argus, azure drake and argent commander. Legendaries might be flashy, but 1 legendary and 29 bad cards still make a horrible deck, while a good deck with only commons and rares can reach rank 5 and sometimes even legendary.
I'm so glad there is prejudice against playing hunter/zoo/[insert FotM deck here]. People like that make the life so much easier for those of us who play to win.
As a general idea, try avoiding running cards that dont really do anything on their own, like Bloodlust and Windfury.

I found 2 Stormforged Axe to be a bit much for my tastes, and have really liked Wild Pyromancer in the deck. I also currently run 1 Knife Juggler, as it can be very solid in the deck too. These changes are up to you, but just some suggestions.
Ysera is a bit too slow for the standard shaman. Doomhammer and Earth Ele you can live without, i have both and rarely have them in my deck, because of Big Game Hunter and Harrison Jones/Ooze popularity. Faceless is fine but is kind of a dead card vs aggro matchups, i'd rather have a Big Game Hunter wich is at least a 4/2 minion for 3 that can kill something should you play against murlocs or similar that dont have a 7+ atk minion to kill. With Faceless Manipulator you risk having to copy a Knife Juggler or some small minion just to have a presence on board, kind of sad for 5 mana.
It depends on what type of matchups you want to improve, faceless is more powerful vs. control, BGH is decent vs both matchups (1 shot ragnaros? yes please). He's only not that useful vs midrange decks that have mainly 3-6 atk minions like yetis etc.
I personally like The Black Knight and Leeroy Jenkins because they're versatile (as you can play them in alot of decks and classes) and have an immediate effect when you play them, but different players have different opinions so you may want to read trough the whole thing to get some more input.
I personally don't like Lava Burst. In a lot of cases, it is simple 5 damage for 5 mana. That is so much worse than Fireball, it's kind of insane. So I would certainly drop that. In the current meta, I also think Bloodlust is kind of unnecessary. Yeah, it's a good finisher, but only if you have a very solid board. But if you have good board control as a Shaman, you will (should) usually win anyways, so how many extra wins does this card really generate? Since it is pretty much always a dead card against zoo or hunter, I would bump that card as well.
I personally also don't like a 2nd Mana Tide Totem, but I've seen better players than me run 2 with good succes, so that's really a judgement call.
The one possible problem I see with your deck, is that you don't curve out nice. You really don't have a solid 4drop. You have the Defender of Argus, but how many times do you actually want to play that on turn 4? I would suggest inserting either 2 Chillwind Yeti's or Sen'jin Shieldmasta's for the Bloodlust and Lava Burst (or, if you really want to keep one of those, kick 1 Mana Tide). I ran Yeti's for a long time, but have exchanged them for 2 Tazzdingo's recently, and (small sample size), they've been outperforming my expectations.
Just a tip for Zoo/facehunter match-ups. Be careful how and when to use your axe. The 'standard' rules don't apply in those match-ups. You don't want to take unnecessary facedamage. If you can stabilize around turn 6-7 with your health out of Doomguard range, you should win a lot versus zoo.

Between those two, I'd say The Black Knight is the better one. Leeroy Jenkins feels way too clunky in Shaman for my taste. It's really viable as a finisher if you give it windfury. But that would mean including windfury-cards into your deck, an thus revising the entire way you build your deck. Plus, if you only have a Windury in hand without the Leeroy, it will usually be a dead card, which is something you want to minimize.
TBK is very useful in multiple decks, but not as important in Shaman as in for example Druid (Since Shaman have Hex to deal with big threats).
I think Bloodmage Thalnos is the most solid legendary to play in Shaman, since you always know what you get (provided you use it right). But since it is pretty 'boring', I totally understand you not wanting to craft that as your first legendary. But how about Cairne Bloodhoof? The thing is just sick. He gives you 8/10 in stats in the form of 2 Yeti's for only 6 mana. If it's not dealt with immediately, it really wins games.
But in the end, you need to make a judgement call here. What do you encounter on your server? What would help you most in most situations? I feel Cairne is a card you should have in pretty much every midrange/control deck. So as far as I'm concerned, you really can't go wrong with that card.

I personally don't understand why why are so excited about Rockbiter Weapon if we don't play either Doomhammer, Windfury or Al'Akir.
It comboes with absolutely nothing and just makes us take more damage to the face more often then not... It's not a comment specifically directed at Kenpachi_b or anyone in particular, i was just wondering if there's something better then rockbiter for shaman decks that dont have any kind of Windfury effect.
Rockbiter is great. It's a 1-Mana, 3-damage removal without overload. A lot of the time, the overload of Lightning Bolt would ruin your tempo, but Rockbiter is good removal still (hey, weapons are great, so an efficient 1-charge weapon is probably good too). The extra face damage doesn't always matter, but it can be minimized by 1. using it to kill minions like Amani Berserker or Acolyte of Pain that have low attack but high kill priority 2. casting it on a minion if, say, you plan to use a Spirit Wolf and Rockbiter to kill a Yeti 3. use your spell removal against big-attack targets whenever available, even if, say, you have spell damage and would overkill (I'd use a 5 damage Lightning Bolt over the Rockbiter on a 6/3 a good 75+ % of the time). Remember if you need to use Rockbiter to remove a threat, it'd probably be hitting you next turn- against aggro, you'd be taking that much damage to the face next turn anyways, and against control protecting your minions is more valuable than some life. Finally, even without Windfury, it doubles as a Sinister Strike for solid reach potential alongside Flametongue, Argent Commander, face damage from spells or Fire Elemental, and even Bloodlust if you run it- that 3 damage can still win games.

i've upgrade a bit my deck, but now i've very difficulty to win with Zoo and card with Taunt...so i can get better this deck? :D

so, in theory this is a better deck
Where: 1x Argent Commander could be replace for Cairne Bloodhoof or Hogger or Leeroy Jenkins (but for the last maybe i need to transform this deck in a windfury deck) and, Wild Pyromancer or 1x Stormforged Axe for Bloodmage Thalnos and in the end Chillwind Yety or Sen'jin Shieldmasta for mmmmm...Faceless Manipulator or Gadgetzan Auctioneer or why not a Spellbreaker ?

Never liked Wild Pyromancer myself. I would add in another Defender or Yeti.
i've removed that, it's a shit in this deck, i've add doomhammer it's really better
Wild Pyro can pull its weight. Doomhammer seems meh to me.
