My thoughts on the deck:
Spirit of the Shark sacrifices too much tempo.
Spectral Cutlass is an odd fit here, since you have the quest weapon for more damage and immunity.
Highlander rogue is whack. You have to add the pirate package with hooktusk, corsair, etc. It makes the deck a lot stronger in the midgame. But it still sucks, i'm stuck in trash legend with it. Any aggro deck stomps it. By adding the scheme you can beat control warrior everytime but that's all.

Spirit of the shark is pretty good when you find an opportunity to play it. today I got 4 cards from zephyrs with the help of both shark and shadow step. it helps to generate too much value.
Spectral is really a questionable in this deck tho it is really not necessary.
I cut the quest (you use very little your hero power and x1 lifesteal weapon eternal if opponent don't run techs is better in the long run) and face collector and put a scheme to win vs control warrior, it is a nice and fun deck and never play the same game twice because the random cards you get.
Tip, don't use questing explorer in this deck, you complete the quest very fast and if you don't draw the minion soon enough become a dead card for the rest of the match.
Honestly i think face collector is better than Brightwing
Don't is, 3/2 body for 3 manas is better than 2/2 body for 3 manas and in 90% of the time you can't afford the massive tempo loss when you spend 9 manas in 3 2/2 without taunt.
That said Brightwing is easy cut if you need the slot for something else, it is not that great either.
I think you are trying to hard to be fair. The only Higlandercard in the deck is Zephrys. Aside from some odd tempo plays vs murlocs, or a suprise boardwipe every 20 games os so, you are better playing a more centered list with tools you need for specific things.
It could be tempo, or theif, or pirate, or whatever. Play a normal game, gain a tempo advantage, whilch is what Rogue does best (at least temporary tempo advantage) and then throw Myra's Unstable element if you think you have a good enough position to snowball the game. I am willing to bet you won't even need him most times, but he can still come in handy if your opponent pulls something out of his ^^^ DECK at the last moment.
First observation - you aren't running enough healing/ taunt to stop yourself dying to anything aggro/ zoo (or even just midrange with a decent start). I run a Khartut Defender in my more typical burgle rogue and the difference it makes vs hunter and zoo is colossal (although with Spellbreaker making its way back into the meta this may fade, Spellbreaker also being a possible inclusion for this deck). I'd also consider Bone Wraith as an option to slow down early aggression from opponents. Thalnos would also be a fair consideration if you're going to run Fan (Evis is probably also a good call in that case too) as Fan alone is very often going to be "3 mana draw a card" rather than board clearing much of what's out there (if you want a better board clear Blade Flurry is fantastic with quest online, practically Swipe with +2 spell damage plus nice synergy with Deadly Poison). I'd honestly just drop Cable Rat and Togwaggle straight up. It's typically going to be way too hard to actually play him and trigger the battlecry and cable rat is a pretty bad card without lackey synergy. As someone already said shark is probably a bit slow and without the lackey stuff it'd be even worse although I could see an argument for keeping it given how useful doubling 'thief' battlecries could be for completing quest, Barista Lynchen may effectively do the same job in some games and could be a good alternative, hard to say for sure though. Also Togwaggle's Scheme is actually a possible option if you want to really go hard after control warriors. Yes it turns Zephrys off but you should have played him well before scheming something (ideally Tess) so it depends if one mostly dead card against aggro/ midrange (mostly dead because it activates combo and get you more Zilliaxes) is worth it to dumpster slow control decks for wherever you are on ladder.
Cards from your list I'd consider dropping; Cable Rat + Togwaggle for the previously mentioned reasons, Walk the Plank or Assassinate because Evis is better than both in most cases but keeping one in the deck to have more answers is sensible, Brightwing because FC is better and it's hard to justify running both, Spectral Cutlass has no business being in a quest deck (or any deck really now quest exists), and maybe Spirit of the Shark because it's one more slow card in an already slow deck but there's no denying how useful it is.
Tl;dr - My suggestions would be: + Khartut Defender, Blade Flurry, Bone Wraith, maybe Thalnos (to make Fan more useful), Eviscerate, maybe Spellbreaker and/or Togwaggle's scheme depending on what you're up against - Cable Rat, King Togwaggle, Brightwing, Spectral Cutlass, either Walk the Plank or Assassinate depending on which performs worse, maybe Spirit of the Shark as it is very slow (could possibly be replaced by Lynchen for similar value).
Changed the deck a little removed face collector and add bright wing but face collector is better. bright wing is one mana expensive it should be 2 mana to benefit in this deck since we require a 2 drop not 3 drop
also removed quest explorer but we need two drop 3/2 or 2/3 to play at turn 2 added blood mage but I end up not using it it is good only with fan of knife or when you draw a board removal from thieving.
added blade flurry and fan of knifes. blade flurry sit too much at my hand.
removed cutlass and poison added bon wraith and Khartut defender Bon wraith is good but Khartut is a little bit expensive for this deck.
removed evil cable rat but toggwaggle is still in the deck I am able to use it with only miscreant I just don't rush playing lackeys when you are able to play togwaggle I chose zero mana 3 card draw it is better than the legendary.
added barista couldn't benefit from it in 6 matches I played

1 highlander hunter - Lost the match due to his perfect curve
1 Murloc paladin - I won again this deck destroys murloc paladin I didn't lose a single match against them
1 control warrior - Lost I miss play and wasted my big removals on unnecessary minion when he pulled magnetic minions I didn't have an answer
1 quest shaman - I won he didn't have a chance to play shudderwock and didn't have answer to tess
Quest druid I won - he deplated all of his sources

Today I realized that highlander thief rogue is stronger than regular thief rogue due to variety of answers you can put in the deck and created one

I don't know much about thief rogue, but the 1 drop paladin was likely the magic carpet hand paladin variant. Just providing some information.
