I would say you are correct, that they are not rush minions. But it is working as intended. ETC should say "When a minion WITH rush", not "a rush minion". The distinction is obvious for any veteran player of TCGs, but then again, Blizz is pretty lazy with clear, consistent language.
Edit: that being said, does ETC only trigger for rush minions the turn you play them (and utilize the rush), or every turn they attack (as long as they are still tagged as rush)?

Yes it is. What you're talking about only applies to cards in the "graveyard", hand or deck. But while they're on the board and have been given rush, they are Rush minions.

Broomstick gives the minions Rush (and not just till the end of turn) so for all in-play purposes those minions now have rush, hence they should trigger the effect (of course if they die and are resurrected (or bounced back to hand) they wouldn't have the buff and would now not be rush minions).
There is nowhere that specifies that a rush minion must include the keyword rush on the native form of the card without any buffs.
On a similar note I would assume that a silenced minion would not trigger the effect even if it had the keyword Rush on the un-silenced form of the card. Silence removes the rush keyword therefor it is not a rush minion.

Does ETC trigger when a minion attacks after being given rush by broom? Then obviously, that minion has rush for the purposes of ETC. What other possible criteria could there be to settle the question?
Completely independent from the obvious FACT that ETC triggers from broom'ed minions, where in the world did we get the idea that the minions with "rush" printed in the card text make up a closed set of all minions that can ever be "rush minions"? I mean, we certainly don't consider minions with a natural 5 attack of being the ONLY minions that can ever have 5 attack. And yet, if a Devout Pupil gets Libram of Wisdom cast on it and subsequently is targeted by Shadow Word: Death, are you really going to be outraged that Devout Pupil isn't a REAL 5 or more attack creature. It's an imposter!

This is how it is intended. A minion has rush from broomstick. This was highlighted in Trump’s ultra-cringe reveal video for ETC.

ETC text indeed says “after a rush minion attacks”, and at first it seemed to mean that only minions with rush keyword would trigger its effect
However, it also works with rush gained by effects, it’s very nice, made the card better, but I also agree that Hearthstone card texts are confusing
Overall, the card is working as intended, no bugs, just bad card text
