Double library as in doubling the deck? This would be way too powerful because
1. Highlander decks run some cards that you wouldn't put 2 copies of into your deck so that alone weakens the deck. And the highlander decks are always normally really draw dependant due to the 1 copy of each card and not that much consistency
2. The effect would only have to be for your opponent. Giving aggro players double the burst is not a good idea. Would be particularly scary in demon hunter
The issue with highlander tech cards is that you don't want to just "insta-win" because you play a card. Albatross, especially priest, used to have a super strong affect. You made people dead draw and then you deactivated a bunch of cards. Albatross still does work, it's just not as good as it used to be, which was a bit overpowered.
Bomb warrior... and I echo what others are saying. There are some subpar cards in highlander decks because they can’t double up on the most powerful cards. That is the trade off for getting zephyrs or the dragon queen.

With respect, that’s sooooo inaccurate. There are many viable decks in Wild (says a mostly Wild player). Yes, DH is annoying, but... if you’re calling cancers cancer, Reno needs to look in the mirror.
If you're willing to play a tech card to stop Highlander, the bird is right there. It's no longer a good on-curve body. Tech cards *SHOULDN'T* be good on-curve bodies when they destroy entire deck archetypes. The "low-cost-low-attack" minion you're proposing probably isn't a better body than a post-nerf Albatross.

On top of everything, the proposed "double both decks" effect is INSANELY powerful. Turn a 2 card fatigue advantage into a 4 card advantage, and that'll win a bunch of control matchups on the spot. Double cheap spells for a burst combo.

It's a reasonable (i.e. not good in bad matchups) tech card, but people don't want a reasonable tech card. They want a card to ruin multiple opposing archetypes without sacrificing anything in their own deck.

This wouldn't have the unintended effect or hurting pure pally or spell mage. And would be a strong tech vs. Highlander cards.
That's like highlander decks getting a 2 mana 1/1 minion that says "until turn 10, you heal 8 hp at the end of each turn". You see how stupid that idea is, right?
There are plenty of ways to counter the only highlander deck that's tier 1/2 (hunter) in standard, if you really only bump into that, play bomb warrior or put a couple of albatrosses in your deck. Tech cards aren't supposed to be good, they're bloody tech. Geist has horrid stats for a 6 mana minion and it can affect your deck as well and other cards that were used as disruption for combo decks such as dirty rat and demonic project could have absolutely terrible consequences against most other decks.
Use albatross, use bombs. Goodness knows your idea would make wild quite literally ONLY aggro and there's already enough of that shit as it is.

Highlander druid has not ever existed in any sort of real capacity in recent standard.
So is it just highlander hunter that is giving you woes? Just play anything fast, including other hunter decks to destroy them if so.

The 1 mana made it unplayable in odd dh... other decks still play it to certain extend

Albatross isn't magically shit for 1 more mana, it's just now reasonably priced. You still deny two draws and screw up highlander decks.

I've been playing bomb warrior. It feels good to get bombs going in those highlander decks haha.

Meh, I've tried using albatross vs. Highlander Hunter. It just isn't good enough.
When it was 3 mana it might have been worth including going turn 4 into psychopomp. Turn 4 albatross into turn 5 psychopomp just leaves you dead.
