I'm trying to collect a 100% golden deck(yeah,yeah costed me a small fortune, but a man needs a hobby right).
I'm more interested in the following: for example, i crafted two golden cards(ie Mirage caller in a priest deck), up until now i would dust all normal versions of the same card since one can only have two of each and i already have most cards double golden) that way i figured i got some dust back.
But yesterday i heard someone tell me that if i do that, i will always have a chance to get the same normal cards again out of a pack, but if i just keep them i will (almost) never get them anymore. Is this true?
No it is not true as you explain it, but it is true for legendary cards....so do not craft golden legends but as for the rest nothing will be changing.
I'm curious about legendaries. So if I own a normal Legend card, I won't get a golden copy until I have all other legends from that set under the new guidelines?

That's correct. Remember that this is a very small change, though. It went from "practically never happens" to "certainly never happens".
I believe the new legendary drop system will be something like:
Normal Legendaries - you receive one of those you do not own, until you have all of them from the particular set. After that, it becomes random again.
Golden Legendaries - the % chance of getting them doesn't change and you can still get them alongside the normal legendaries. Just no duplicates. Since golden leggies and normal leggies count as different cards, I believe the ratio at which you receive them won't change at all. This is Blizzard after all, they won't suddenly go and start throwing golden leggies left and right.
