I've got three ideas here, all with a similar theme:
Option 1 – This should count as a transform effect, right? It works like Shifter Zerus in that the cards are not permanently transformed. You can simply cast the card to remove it, and adjacent cards return to normal. Function: Deny two cards from your opponent until they waste 2-mana to remove the plague. Now you have to deal with it though. Option 2 – It's either a dead card in your opponent's hand, or can be played tactically to their advantage (e.g. transforming a 1/1 into a Zombie Chow) Option 3 – A bit more complicated. As long as this is in your hand, you will continuously get Zombie Chow transformations. Get rid of it and it's now your opponent's problem. A bigger risk reward.
I'm personally leaning towards Option 1, as it's very unique compared to the rest, and it seems balanced because 1) Casting it gives it to your opponent, and 2) It may or may not be as disruptive as you'd hope, considering you can't control which cards are turned into Zombie Chows. Combos withLoatheb too.
Just some suggestions (I think this is super cool, by the way).
I'd called it 'The' Wandering Plague, not 'a' Wandering Plague, simply because you don't really call diseases 'a'. I mean, you don't really say 'that person has a tuberculosis', for example. It just makes everything sound nicer, and doesn't change what the card actually does.
I think the first one is cool, but: If you Brann Bronzebeard it, both Plagues would get turned into Zombie Chows, and I'm not sure if you'd like that interaction. Also, I'd reword it to: 'While this is in your hand, adjacent cards are 2/3 Zombie Chows. Give your opponent the wandering plague.' That way, you have one effect while its in your hand (zombie chows) and the 'actual' effect of the card is to give it to your opponent.
With the second one, I'd say 'Give this to your opponent', like the first one does. I don't like the third one.
My cards (the ones I'm thinking about):
Spooky Scary Skeletons: The idea here is that the Skeletons jump out and scares everyone (the nearby minions freak out and run back to their owner's hands). Not sure about the balance.
Ghostly Cryomancer: Kind of an anti-aggro card. You can take out a small drop and transform into something that helps slow them down. Could be a bit too strong.
Circe, the Eternal: I couldn't really think up a good name for this, so if there's any warcraft character that would fit this kind of effect, please tell me. It's my idea of an Immune minion that might be balanced (okay, it's probably not). The main problem with Immune is that when you start buffing the minion, it kinda gets out of hand. Now, if you buff it, your opponent also benefits, and I think that alleviates the problem.
My card: Hmm, thanks for spotting that Brann interaction. Even without Brann it's a concern, e.g. playing two Plague Eruptors on the same turn. I think an easy fix would be only affecting minions. Makes more sense anyway, how do you turn a spell into a Zombie? It does make it considerably weaker though. What do you think about making it a 4-mana 4/5 instead? Or a 5/4 which has vanilla stats, but the 4-health makes it slightly weaker. I mean, the effect is somewhat symmetrical, right? So 4/5? 5/4?
As for removing the "When cast" wording, I would agree with you but I decided to keep it just because this is the card design competition, so I want to ensure would-be voters get it. As for 'the' and 'a', I was following Blizzard's wording for giving people cards. They refer to the card as the card itself, but using 'the' could be more flavorful and it's not like Blizzard's been 100% consistent with wording anyway. I'll consider it.
Your cards: I like the idea of Spooky Skeletons, but balance wise it might be too powerful. It's a cheaper Vanish with a body. You rarely bounce that many minions with Vanish anyway. The utility makes it very flexible, as you have a little control over who gets bounced through proper positioning. It might make it a bit weaker, but what about "Inspire: Return opposing minions to their owner's hand"? Or, simply make it a sort of Sap with a body that rewards proper positioning by not hitting friendly minions too?
Cryomancer is also pretty interesting. What do you think about "if it survives" instead? In the Adventure Competition I made a card that says "Deal X damage to a minion, if it survives give it "Deathrattle: Resummon this minion", which allows it to both be a tool for Crusher decks (hit your big bombs) or use it to ping off enemies. This way, either you ping off an enemy and be done with it, or slightly damage a friendly minion to transform it into a Demented Frostcaller. Thing is, Frostcaller isn't exactly a super good minion for this effect.
As for Circe, as a 1-mana minion? I don't like it. It's like a 1-mana Dreadsteed that your opponent can use. Seems balanced, until you realize that there are ways for your opponent to work around it, extracting value from the card without giving you the value when it returns under your control. I'm talking about stuff like Power Overwhelming, Abusive Sergeant, Savage Roar, etc. Temporary buffs that would love the extra token. It's actually fine balance-wise, the problem here is that it doesn't deserve a card slot. There's no reason to run this over other 1-drops current decks already use.
I think 'only affects minions' on the plague makes sense. I think it might be a bit too strong at 4/5, so maybe 5/4 is better. I'm not a balance expert myself (in fact, I'm not very good at it) so I'd suggest you get someone else's opinion XD

Spooky Scary Skeletons - Is this better?
Ghostly Cryomancer: While I do like the flavour of 'he gets pissed at not being able to kill his target and becomes demented' (I just thought that up myself, that probably wasn't your intention lol), I feel like it'd be a little too strong. Most things won't die because of 1 damage, especially if you aren't trying to kill them, and you end up with a 2 mana Demented Frostcaller while dealing 1 damage to one of your opponent's dudes.
Circe: She's less of a 'good card' and more of a card that people can have fun with - a bit of a Lorewalker Cho. I mean, you could do a lot of cool stuff with her by running a lot of those 'give something something this turn' cards. Would making her 0 mana be better, or should I just scrap the idea?
My Idea. Similar to recombobulator, however it is a 2/2 instead of a 3/2 and can target enemy minions. Just be careful if you want to get rid of a doomsayer and transform it into deathwing for example.

I think the 3 restrictions were enough, i was actually glad one of them was regarding immune minions because there was a discussion a couple of weeks ago regarding this type being added to the game but people were kinda negative towards the idea.

My issue with the topic is not the theme (though yeah, that'd be very annoying if you don't celebrate it), but that the mechanic restrictions make no sense with the thematic restrictions. A treat? That's got nothing to do with returning minions to your hand- that's giving you a random card (Babbling Book, say, or Nefarian). Death's taking a holiday? Cards aren't becoming immune, they're coming back from the grave (Onyx Bishop or Kel'Thuzad). I think if we had the theme and the mechanics line up a little better we'd see some interesting thematic cards, but as of yet- for almost every card I see, either the mechanics or the theme feels forced.
Today in my free brawl pack I got Barongeddon, then I had a cup of fresh green tea. As a result of that, I think Priest is OP because my keyboard is not a mechanical one. I hope Blizzard will address this issue.

I kinda liked this one but he's so overused at the moment so I don't know if I should. His hoard of heads should keep you alive and put the pressure on your opponent. HOWEVER, your opponent would greatly appreciate the free firepower you are supplying them so beware!

I had made this a Priest card because in Rogue this would make the already forgotten Kidnapper obsolete. This card can swing boards to your favor using its unique effect, effectively making minions easier or harder to play. Got an enemy Ysera? Well use this on it and now you got a 12 mana 4/9. You wanna put that Reckless Rocketeer to good use? Play this and now you got a 2 mana 5/6 with charge to mess around with. Those were extreme examples, but the applications are still good. For a realistic example you can sap your opponents Brann Bronzebeard and make them pay 1 more for it.

I thought this would be a fun one. It still remains a 1/1 but it appears as something else. The minion it summons is the total cost (3 mana + XXX mana). If no minion matches the card, then you'll get stuck with a 1/1 minion that you overpaid for. When the requirement is met, it would glow yellow like Reno. The fun begins when it gets traded and your opponent realizes you've been tricked! If this minion gets buffed, its disguise applies the buff, but it isnt really there. Once you highlight your minion, you can see how the buff actually changed your minion. Just don't hope it disguises as Ragnaros the Firelord. When they realize he doesn't trigger at the end of your turn they will be sure to figure you out. (Also he already has to deal with that softhearted Ragnaros Lightlord. The less insects, the better...)
Which one do you like the most? Are they balanced? Feedback would be greatly appreciated :)
Great card against decks that have many big minions as the only way to stop repetitive transforms is killing this minion when there aren't any other minions (or Silencing this minion). But I'm not sure does this card fill this week's restrictions as it transforms a minion into a copy of himself.

Absolutely love your card ideas, especially the Headless Horseman. It reminds me of Dr Boom in terms of it's balance and ability. The fact that it spawns 2/2 but they deal damage to the enemy hero (from how I've read the card) is a nice idea.
You will definitely be getting my vote if the Headless Horseman makes it's way into the submission thread :)

The only issue this card has is that it's an epic, which means you can play 2 of them, which means all your minions are permanently immune unless your opponent plays something like Twisting Nether. Fix this and you got my vote for sure!

Hallow's End is also an option. Hallow's End is a cultural even within the Warcraft universe that's loosely thematically based on Halloween but that also has unique aspects. I believe that, in Warcraft, Hallow's End is the celebration of when Sylvannas emancipated the Forsaken from the Scourge. The choice to make it Halloween and/or Hallow's End was specifically intended to open it up more to folks who might not be familiar with Halloween, and it runs along with other competition themes we've done before based partially on Warcraft lore, like our theme where cards had to be units from Warcraft 3 or our theme where cards had to be legendary minions representing World of Warcraft raid bosses. In general, though, most horror-themed stuff fits Halloween, especially classic monsters like ghosts, witches, zombies, werewolves, vampires, etc.
Spirit Healer are the NPCs that can resurrect you when you die so it fits the theme I guess. However I hesitate to use a Val'kyr instead since this would be closer to the current expansion.

Again, I'm not really satisfied with any of those but I'm think I'm into something with the Scythe of Elune. Sadly I didn't find any way I could make my "Servant of Hethiss" fit this week's theme.

Better. An alternative could also be 'All friendly minions except Mcgonagall's Cat are Immune.' In case you wanted to be able to run 2 of them in a deck.
