Because it isn't balanced. I'm actually really concerned that this card might be a little too strong.
You're right but maybe not so strong in Shaman (+ you cant include this in aggro + Shaman hasnt been on the top for a long time, so 1 midrange/control deck is fine by me)

It's not just because it's good, but because they missed every chance to make a card that seems good but is actually just mediocre, which is something that Blizzard loves to do. I would have expected it to say "Costs 1 less for each totem you control", or start out at some really high cost like 7 or 8 mana, or at least have to be in your hand to get the cost reduction, but no. It's just a really really good card.
Seems like a decent midrange tool. If this didn't have taunt it would still be playable, but as taunt really helps protect your totems, that makes it even better. :) Going to need more than just the hero power totems to make this good though, so we'll have to see if totem shaman is strong enough to warrant a spot in tier 1.
It doesn't need to be played on turn 4 to be good. What's important it is that it can be played for cheap at any point in the game and swing the game around from there.
It's worded differently...If it didn't have the "this game" bit, it would mean "this turn" or it wouldn't be clear what it means...They could've worded it like "Whenever you summon a Totem, reduce the cost of this card by (1)." to keep it consistent tho.
Maybe they will change knight since it seems they want to improve beast druid now that combo will be nerfed. Right now knight is so bad that it's questionable whether he's even worth including in beast druid.
This card looks great but let's make a few things clear:
You can't count with playing this minion in curve in turn 4 and in turn 5 is too slow.
Evil Heckler costs 4 mana for Thing from Below and it doesn't see play, for this minion to see play you will need to pay 3 mana and you will never do it in turn 3.
I think this might see play because 5 hp insead of 4 compared with Evil Heckler is a big deal and it's potential to cost 3 or less makes it good enough in late game. I like this card.

Why do so many people only focus on playing this on curve when it's probably better as a 0, 1, or 2 drop later on?

I feel like this will be used to protect other threats/ totems as much as defense for face.
