I'm struggling to win with Toki as well - the other three heroes only took me 1-3 tries, but as of this moment, I've killed 99 monsters with Toki and have only barely managed to beat Infinite Toki once. The issue for me isn't Infinite Toki, it's usually the 6th or 7th boss (Vitus is a pain in the ass, usually an auto-lose for me) that screws me up. So far, winning (or more specifically, clearing the Monster Hunt) with Toki for me is impossible.

As many Arcane Missiles, the new cinder spell, Unstable Portals offered. I had like 5 Arcane Missiles in my deck, which devastated most of the bosses.
Clears pretty much everything. BTW, Boss Toki's counterspell will kill your first cast, but not the copy. That knowledge helped me huge in the fight to keep her minions off the board.
Got lucky with Face Collector, he evolved himself into Ragnaros via Majordomo Executus.
As for Infinite Toki, I managed to knock her health out before she completed the quest, but ice block gave her the chance to get it and I had to use a lot of cards and hero powers to keep the copies of the 20/20 at bay. Just managed to pull it off.
Azalina has blocked me with Tess (7 wins three times) and Darius (maybe 5 wins tops). I already hate aggro paladin, Azalina takes it to the next level of BS.
Just beat the campaign with Shaw; gave the hero power dogs +3 damage, minions +3 health, and the spell from the pied piper boss that converts enemy minions to your side as 1/1s. Came in very handy with Glinda; stole two of her 6/3 cultists that shuffle back into the deck and the demon-spawning merchant from Gadgetzan, then took off a dozen of her cards and 2/3rds of her health with milling cards and fatigue (keep her cult master alive, she always sends it to your face)
Won second try (10 bosses), with the quest and relic that doubles the first spell every turn, the final fight restarted 2 times (1st time by the boss and sedond timy by my relic)
I won with heal 2 to all friendlies at the end of turn and +3 spell dmg. When enemy toki restarted game i just started healing early on so it didnt matter that my hp was the same
I've already won twice out of three tries with her so yeah, it's very much possible. Then again once I managed to lose against the first ":D" boss. The first time I was against the future Toki. My second final boss was that defile hero power dude who's flooding his board with resurrect spells. I managed to fatigue them both to death.
I guess it also depends on how well a certain hero fits your playstyle and if you can build a suitable deck for him/her. Toki's reroll hero power has to be used wisely. I found out it's better to be more on the cautious side rather than going all-in with super high rolls, especially with cards like Tinkmaster Overspark in her starting deck.
Can't remember exactly what I had on the first run and how that went. I remember having the treasure which heals every friendly character for +2 at the end of turn which turned out to be preeettty good.
The second time I had a somewhat random deck of which I didn't think it would do that great. It was very minion based but I also had the mage quest and some random spell generators. The treasures which I had were the "cast your first spell twice" one and that 6 mana spell which destroys a minion and summons a 10/10 copy of it to yourself. Oh, and the +1 mana crystal at the start. Turns out casting that 6 mana spell twice at the start of the turn, to a full enemy board, was quite decent. :D Also had stuff like Arcane Missiles, Cinderstorm and Rhonin to genenerate even more missiles to be casted twice.
From my experience Houndmaster has been clearly the worst hero so far. I just haven't been able to build anything decent with him. It just feels like a very sub-par Hunter deck every time.
I did Tess first attempt, darius and Shaw third, with i reached 48 boss defeated before completing it. Her hero power is just reroll RNG. I reached 2 times the final boss. The First time i got wrecked by infinite toki (15/15 with mega winfury and charge, how can i stop that?) . The second time i got lucky and met the crappy condor that you usually meet as first boss, with just few cards in the starting deck. I won by fatigue :)
I just finished toki... got the quest, followed by the 6/3 guy that fills up your hand with coins (that activate the quest)... and my first treasure was casting spells twice with random targets... so when I have the quest, and cast the spell for extra turn, I get 2 extra turns... good enough to win...
The last fight is a pain in the behind anyway...

Was really struggling with her, but eventually beat it. I found that without the Double Time passive to duplicate the first spell cast, I never made it past the 7th boss. Getting this passive completely changes the viability of some of her regularly occurring spells (e.g. Breath of Sindragosa, Arcane missiles, Cinder Storm, Erratic Portal), Doubling Erratic Portal especially is insane with the HP, as you will often get to a result where you have 2 discounted midrange drops, which is amazing tempo and value.
The 3 mana 5/5 who swaps hands with your opponent is very valuable to scout the opponent's hand (use the HP to reset after you've had a good look), and to take the 10 mana reset off Infinite Toki before she gets the mana to cast it. A post above pointed out that it's one-sided in the AI's favour and doesn't work as printed, so I never risked casting it myself.
What I really found annoying with Toki is that sometimes you can use the HP correctly, cancel a bad result on some randomness, but are still forced to make a second play with a random element. When your second try goes wrong you're forced to accept a bad random result, which is a death sentence against later bosses.
I'd strongly recommend replaying the first fight until you're given the spell duplication passive - I found it took her from feeling very ordinary to being on par with the other three hunters.
I went taunt and deathrattle with the spell that gives all your minions lifesteal and +2/2, reduce high minions cost to 5 and +2 attack on hounds. Was pretty easy with 4 cairnes and nzoth.
I failed my first two tries with her trying fun things with the treasures. Then I went back to having +4 hp on every minion like my other runs and won easy peasy. This passive is completly broken and every run I had with two times +2hp was so easy it wasn't even fun.
Finally beat the Monster Hunt with Toki. Got Entrenchment and Khadgar's Scrying Orb as passives, Clockwork Assistant and a lucky Impetuous Companion right before Infinite Toki. She came right on time in the last battle, prevented her from using the Alternate Timeline spell. Rest was Clockwork Assistant carry.
I completed every other hero on the 1st or 2nd try, Toki, on the other hand, I lost count how many tries it took, but I probably defeated around 50 bosses when I finished her. I think I had the double spell and double health passives, and a bunch of small spells and generators together with like 3 Mana Wyrms (together with some cards to get extra copies). And also that treasure card minion that gets +1/+1 for every spell you've cast. So basically just full on aggro mage.

Robe of the Magi+Ricochet Shot, if you tie you still win and get to advance in th dungeon, this thing kills people.
cannoneer was easiest by far. I have 16 wins and two clears lol

I just beat her. Got Double Time Play Dead on my Rhonin, with Robe of the Magi. Next turn I ran Rhonin into a Vaporize

She had an Ice Block, but she'd already used her reset and Time Warp, so i popped her next turn.
(My other treasure was Coin Pouch btw)
