I can't see this card not being played at least as a 1 of in some decks.
All this card does in my opinion is just highlight how strong of a card Loatheb is, now essentially being a 3 mana 5/5. Other than that, I don't think this card really does anything. Sure you can go and delay a combo from happening for a turn, but how many spell match ups do you really encounter? If Hearthstone had a sideboard, yeah this card would be a great tech card, but in plenty of match ups, this would just be a dead draw. I see the strength of being able to protect your board for a turn from a board removal, but it doesn't stop cards like Duskbreaker or even Defile for the most part. Running a copy of this takes away from running an actual way to win the game. It's like drawing into Divine Favor in the mirror, it's dead useless in some match ups. The difference though between Divine Favor and Rebuke though is the fact that Divine Favor actually wins you the game, while this is only a mana sink.
If a control paladin does pop up somehow, this card might see play. However it still suffers from the same issues. Sure you stop the person from bursting you down for a turn. Unless you have lethal, there isn't much way to recover from it, now that Ragnaros, Lightlord is rotating out to wild. The reason why Loatheb is so much better than this card is because it establishes a threat AND has the effect. Unless more support for a control paladin shows up, this card is not going to see any form of play in standard.
I disagree. You get two different turns to take advantage of this effect and it costs 2 mana, which makes it very easy to combo with a board setup. Think of it as setting up your board with your first cast, next turn your opponent cannot remove your board. Your next turn you build up your board more and play your second ones, with your units strong enough to do difficult to stop damage. This card, as far as aggro vs control, is a VERY powerful anti control, yet it would also work in a control deck. Hope they make Paladin interesting again. This is a good start. Get ready for the nerf when they raise the cost to 3 mana.
Agree with you on Loatheb. He/she/it was pretty much the first Brann/emperor/reno.
My biggest issue with this card is that it's incredibly low impact against certain decks. I'm not doubting it's ability to completely shutdown an opponent for a turn. I remember playing with Loatheb and how it completely shuts down someone's turn. This card is polarizing as hell to use. In some matchups, like against Cubelock or Big priest, this card can easily shut down your opponents entire turn, giving them a huge loss of tempo and giving you the initiative. But then also against other decks, such as Spiteful decks, the mirror match, or Secret mage (secrets still cost 0 once you play Kirin Tor Mage or the other one I think), this card can cost you the game. You mention how the card sets up the board on the first cast, but it doesn't in anyway. All it does is protect the board, still requiring you to use other cards to make it. As for playing a second copy of this card, all this does is waste more of your mana and preventing you from building a better board. Playing a card like this on turn 7 or so isn't going to do much, since chances are Defile can still clear it given the fact it's paladin. It doesn't matter if your opponent wasted 7 mana in this case since it still obliterated your board.
This card is great against control decks, don't get me wrong. Just that against any non-control deck (and I guess spell hunter), this card is going to be worthless. It's like drawing Patches the Pirate in the way it's going to tank your winrate because it's a literal dead draw, at least with Patches the Pirate you can still play it for the 1/1 charge (used to) body. Running two of these would only make the chance for this to happen even worse. Not only that, but it can tank Divine Favor if this card gets stuck in your hand.
People seem to look at Loatheb as "Make your opponent not cast spells this turn", but it's not in any case that. It just makes the spells clunky, and sure some are going to be unplayable, like Siphon Soul and Twisting Nether, but that still leaves up other forms of removal such as Hellfire and Defile, both of which clear Paladin boards easily.
Sure there is always going to be the case where your opponent/you draw like a god and get the perfect curve, with this card on 5 into Sunkeeper Tarim, but just because the perfect storm can hit once, doesn't mean the card is good. Sorry for typing another long post, I just find this card to be one of the worst cards revealed so far (until I saw Lord Godfrey, but that doesn't matter).
The big one that I think you missed, is it's basic combo. Play two in one turn and your opponent is blocked from casting any spells the following turn. It's largely situational, but it's cheap and it's effect is a very high specialized and powerful effect.

Aggro Pally doesn't care about the 5/5 body when it can use this to safely fill the board with silver hands in the late game.
In wild you can play Loathen +2 this spell = +15 mana cost :D
ive been running lorewalker cho in my aggro decks for a very simlar reason, cant wait to add more cards of spell countering effects to my decks

Personally, I love cards like this that dramatically alter the flow of game or outright win a game on the spot when played at the right time. Reno, Kazakus, Dirty Rat, Coldlight, Yogg, Thaurissan, Alex, Temporus, Loatheb, Sylvanas, Doomsayer, or any DK all immediately come to mind. Seasoned HS players get way more mileage out of Rebuke, or any above combo/disruption card, than inexperienced HS players might. Especially if my opponent has decent hand tracking/reads, ya gotta respect the well timed Loatheb

I'm already certain I'll want the golden version of this.
Could be incredible if a very aggressive Paladin deck appears that just tries to murder your face and likes any kind of disruption that prevents you from defending yourself.
Still, Paladin seems like the most balanced class to put this in. I don't wanna think about what this could do In Priest or even Hunter
