So a complete grimy goon counter. this plus lightning storm = pretty good.
This card sucks. will not see competitive play. You can devolve a rag or tirion to give them another insane 7 drop but they're still threats on board. Even against zoo, you still leave them minions on board to attack you. You just wasted mana to hopefully negate some damage and messed up your curve. Shaman have a very tight 30 card deck slot. This won't make the cut. If you want to deal with big minions, just play your hex(s). If you want to deal with minion floods, you have 2 maelstorms and lightning storms.
Not against Deathrattle decks (N'Zoth, the Corruptor).

not certain as to how good it will be in response to aggro, but in control or combo decks with them putting deliberate cards to get max value...this will dump on them. though not as good against battlecry which have already used up their value.
A creative way to deal with pesky Legendaries!

Can I just say how hilarious it is that the art is each of the Leaders being turned into Murlocs? Center is Aya, Left is Don Han'cho, and right is Kazakus.
Murlocs are the inferior race confirmed.

This doesn't feel that OP since it effects all minions. if your opponent has a board full of minions and you Devolve them, they still have a board full of minons. But it will be hilarious when one changes into Doomsayer.
Some things worth noting:
-This should have no effect on Giants, barring Sea Giant and Frost Giant.
-This can be useful even against Freeze Mage because it can be used on Doomsayer and Acolyte of Pain (just hope you don't spawn another Doomsayer at the wrong time)
-This card seems pretty nuts if certain popular minions stay in the meta
I honestly think this effect should have been added to Druid's kit as another faux mass-removal in the same vein as Poison Seeds (yes; I know that card didn't transform minions).
Actually good for so many situations.
Both have board; probably this will gives you great trades. And if you have healing totem in on board, insane.
Only you have board: In arena situation. No or just 1 hex but have 2-3 taunt minions. You'll use this and probably you can go face SMOrc.
Opponent has board: Tempo breaker. Ok not as good as board clears but you'll gave your opponent really bad board.
Especally against Cthun, Sylvanas etc. great. But the game isn't always with you. You try to pass 9 mana 5/9 taunt and use this it'll appear Ragnaros, The Firelord. Probably we'll never see this card on ladder(expect meme decks), in arena maybe without lightning storm or maelstorm portal, it's ok.
+1 for your minions with Evolve, then a -1 mana for opponent minions with Devolve.
It's like you play all your minions on the board that cost 2 more than the minions of the opponent.
