Y, Shaman braindead class. There are no other ways of removal than silence. Instead, silences win you games. I'll make a SilenceShaman deck who will be able to consistently reach #1 Legend all regions, because there's no way to play against silence.
Doubt it'd see very much play, at least not for a while. There's no way Blizz would implement something that strong, at best you could hope for a 3, potentially 4, reduction at the end of your turn. The aftermath isn't really the issue with most classes, it's the lethal/boardclear you're running when it gets played, and it's unlikely you would use a deck slot or two just to kill a few points off.
That said it's not a shabby idea, and maybe if it does become the new ruling meta we'll see minions and spells introduced to counter it.
I sincerely dobout that patron will be a thing in standard with Death's Bite gone. But if you want to play in wild, which probably is going to be a clown fiesta of unbalanced decks, then sure.
I've been playing patron and other decks as if they were nerfed for a long time, it's completely viable even with no Death's Bite.

Update: I've taken use of him 7 times, out of where 3 of them have been Cursed Blade.
Face is the place.

I've tried running tempo C'thun, don't really enjoy it. I think it'll only work for a short time until people figure/get counters for it.

Druids I can deal with, I'm getting the feeling that Aggro-Spell mage is going to be the new Secret Paladin.
The chimps running it are in for a wake-up.

While I've not played that particular deck at Legend I had consistent success through rank 7-2 and I'm confident it could keep going.
