I'm going to assume it works like the precedent set by cards like Malorne and Weasel Tunneler: The "Shuffle" takes place before it enters your graveyard. So Rummaging Kobold would not work.
On the other hand, it protects your stronger murloc. Normally the enemy would just trade for your 2/1 and leave your 1/1. Now you keep your 2/1 and lose your 1/1 instead.
You can also run 2 of both in your deck. It's a decent replacement for Puddlestomper, as you generally want to token spam and spread when playing a murloc deck.
Hmm..... a 0 mana, 4 attack creature has some potential value with a Warrior Charge wombo-combo. You can fit in a Faceless Manipulator easier - But it's still worse than a Raging Worgen play.
Another use could be a bigger body that you can play the same turn as a Djinni of Zephyrs and a buff.
Actually, I think Rogues just got this as their new board clear. A slightly worse option than something like Dark Iron Skulker or Blizzard, but it's still an option.
Swingy Tempo plays like Dark Bargain or Bane of Doom. I think it would also be good in handlock to enable giants. You can play a spell depending on how much life you need to lose for Molten Giants to be enabled. I think shadowflame would be a good compromise, 7 mana 7 damage board clear, 4 HP closer to Molten Giants.

I'm having a hard time coming up with a good use for this. Other than just buffing something small so you can trade better.
5 mana, add 3/6 worth of stats and get a good trade out of it. Seems... on par.
Edit: Now that I think about it some more, it could be pretty good with the Recombobulator effects.
I think I will just leave this for now with a joke deck idea:
Darkspeaker + Brann Bronzebeard (lol wut), Confuse, Crazed Alchemists, Divine Spirit, Inner Fire. No one will see the plays coming, not even you!
