I think botted accounts with dust built up go for about $300. Still isn't worth it, the game's in a terrible spot right now. Play Eternal, Gwent, Shadowverse, anything else really.
There would be some serious maths involved in getting this remotely accurate. At the least you'd have to take into account things like:
- Buying the welcome bundle which gets you a guaranteed class legendary.
- Guaranteed legendary in first 10 packs of each set, then every 40 packs after that.
- Cards from adventures are fixed price so you'd have to buy all the adventures featured (not to mention the need for a deck good enough to complete the adventures themselves...)
In other words, there are way too many variables for someone as lazy as me to work it out ;)

Unfortunately, this is correct. A new player is forced into playing Standard, unless you want to spend real money buying old packs, which would realistically be a much cheaper option than trying to get 14K dust from packs.
A few other items:
1) That deck is not an easy deck to pilot, and probably not suggested for a new player
2) For kicks, figuring it out, let's say you average 1 legendary card per 50 packs, which gets you 400 dust. Add in another (quick approximate math) 2-3k dust per 50 packs of random rares, etc that you would dust... that gets you 2400-3400 dust per 50 packs. You would need between 200-300 packs, depending on your epic luck, in order to get that 14k dust. At $70 per 60 packs, not counting any specials like Amazon coins, you're looking at a minimum of ~ $280.
14000 / 40 dust per pack (more then that actually, but 1 rare + 4 common is guaranteed)
is close to 350 packs
60 packs pack is 70 euro (~408 euro)
So 350 euro at least probably, and this is just one minute of math, so someone will tell you it's less because of something I missed.
If you dust everything dust value per pack is around 100, maybe more with the new legendar in first 10, so less than 140 packs, if you min max like:
Starter Bundle: 10 packs and 2 Guaranted legendaries For 10 bucks, that’s over a 1000 dust
Also That deck contains Thaurissan, Reno and some of their adventure cards, so buying Black Rock Mountain and League of Explorers and dusting the rest of the legendaries and epics would net a lot of dust at a good price
You can also min/max the 10 pack legendary rule to get a good amount of dust and there is also 400 Dust from free DK, you could also make accounts until you did get Gul’Dan and save yourself 1200 Dust there
So I’d say, with good min/max considerations 100 bucks would be able to buy you that deck with out many trouble.

By buying the adventure, you lessen the burden of dust by 3280 dust. This leaves us with 10020 dust only, and since packs are on average 80 dust. We will dived the number needed by 80. The result is 126 packs required, give or take some.
Now we play it smart and abuse your newfriend status by dividing your packs accordingly. 10 pack for GVG; 50 packs for MSOG; 50 classic pack; 10 Koft pack*.
Combining the numbers we have 45+12+62+62 +12 = 193 EU, give or take some depending on the variable L /Luck/.
So the minimum should be 193 EU tops, give or take depending the on the free DK you get.
Keep in mind that this is a very clumsy and optimistic number. If you want a more realistic number, you should double it.

thats not really true at all. you can't really get into the control type decks, but most aggro/midrange decks are still very affordable and many of wild's core cards are neutral.

Well new MTG players are just looking at expensive decks like this one.
I doubt this deck can be made without $200+ maybe even $300
so you decided to quickly scour this site for the most expensive deck not even useable in competitive play to make a point about how expensive the game is? thats like me saying how much does it cost to build this magic deck and put in alpha lands and black lotus...
You have way way too much access to excessive liquid income. If you can drop 10k Canadian on a digital card game without a care you represent the 0.001% of the world's top wealth or are simply the worst person with money ever.
If you dust everything you get an average of 100 dust per pack, check the stats on reddit for over a few hundred thousans packs. 160 packs estimate = 16k dust.
Packs may also contain what you need. If you get 1 legendary from the deck, the need drops with 1.6k dust. Surely you ll also get most of the blues/common.
Everything over 100 packs is an exageration, unless you buy all packs frpm a single set with the lowest card presence in the deck and ignore the rest.

How much $ new player would need to spend on 14k dust deck?
So without a single game played, how much packs would he need to buy, disenchant on average to get 14k dust deck?
This one in particular:

More than enough to buy an Nvidia 1050ti and spend his time on better and much more rewarding games.
I got no clue why people try to get new people into hearthstone, be it it FTP or P2P, the road for them is painful and simply not worth it.

Rough calculation...
1. Every pack = 1 rare 4 common = 40 dust
2. Every 10 packs = 1 epic = +100 dust (I said "rough" calculation, right? xD)
Every 10 packs = (40x10) + 100 = 500 dust
3. Every 40 packs = 1 legendary = +400 dust
Every 40 packs = (500x4)+400 = 2400 dust
*Bonus Legendary for the first 10 packs = 400 dust
So, with the shittiest luck, for the first 50 packs you'd get 3,300+ and 2400++ for next 40 packs and on.
260$ would get you 220 packs = 3,300+(2,400x4)+500 = 13,400
If you take golden cards & lucky packs into account, the amount of dust you'd get should be considerably more,
thus less $. (not that I'm saying it's cheap by any means)
Andddddddd, if you open 100 packs (500 cards) you should have most of commons and even rares to start with,
so to calculate everything based on buying packs for dust is kind of weird to me.
Anddd*2, you can maximize legendary in first 10 packs thingy, on all expansions on sales currently, total 4 legendaries (4 sets excluding classic).
Anddd*3, buy the Welcome bundle for 5$ first, that should give you 2 legendaries, best value.

Well seeing from a new player perspective, hellbent on getting that particular deck and nothing else, wanting it cost efficiently i'd:
Reroll for the right DK, so that's 1600 less dust off the bat
Starter set with some luck and you got a class leg (1/9 chance, else 400 more dust) and a bit of dust - 10€
intro missions etc goes into more packs, one free arena for a kft pack and some stuff.
BrM and LoE, that's 45€. Dust the excess cards for the GvG cards you need
I'd buy up to 10 packs of MsG for that one guaranteed leg (with gold)
Then i'd go from there tbh, probably grind up to 10 packs from un'goro, WoG and KfT to grab more dust from those guaranteed legs
I'd have a workable starting version of that renolock for 55€ and just start upgrading it using dust and gold.
