Ill answer some stuff soon (if anyone doesnt mind this scrubs opinions lol) but i have a great idea for this from one I scrapped a few weeks back. So here's the card (spoiler for space):
But which effect should I go with? I came up with 3 :
Battlecry: If your deck has only neutral minions, add a random Golden Legendary to your hand.
Start of Game: if your deck contains only Classic cards, shuffle 5 Golden Classic Packs into your deck.
Start of Game: If your deck contains only Classic cards, Make all your cards Golden and reduce their costs by (1).
The first one was his "Draft" effect in my folder and the other 2 I thought of when I asked "Whats unique about Harth? Well he's been here since the start!" and wanted to incorporate Classic stuff. So why not make him like Baku or Genn but with classic cards!
(Ps for the stats. Hearthstone was released on March 11th 2014 (so he's a 3/1/1) and I like that as a bit of "Flavor" but would making him 3/1/4 be better?)

The first is not a worthwhile trade: you're losing access to all weapons, spells, and class minions for a single Legendary, one whose identity is not controllable. Being a Battlecry makes it much worse.
The other two are much more reasonable. The second one is more appealing for high-roller types and those seeking additional fuel (like Elise the Trailblazer in Control decks), while the third iteration is for better tempo and faster decks. They both have the same problem though, and that's the limitations of the Classic set: such decks will basically be locked into a single archetype, set in stone forever. The moment this card appears at the beginning of the game, you can determine just about everything in their deck; It's like what people say about Whizbang the Wonderful, if he made himself known: the one-sided advantage of knowing your opponent in advance. The other issue is whether or not the Basic set is off limits, because that's another big hit to one's available tools/options.

I was actually planning a similar theme to this would I have won a contest.
My card idea involves having no weapons in your deck ("if you have no weapons in your deck, get effect") (don't want to say effect just yet). Would that qualify, or is that not "build-around" enough?
(also it's a warrior-only card, so no you couldn't cheese it in the likes of mage or priest)
My vote isyes (I think i saw a mod say yes too) and I wish you luck, it sounds like that'd be a fun one depending on the effect.
Plan 2, a lot better than plan 1: Resubmit this card I used for a Mini Comp in season 7.
He helps the new players without many Legendaries find their way around by letting them borrow a Legendary for the game.
I like this a lot better than your previous card. As said, great for new players, but to make it even better, maybe it could cost 2 more mana (and maybe a slight stat increase) and Discover two cards? I think it needs a bit more value than it currently has.
I've made a new version with weaker stats and costs 1 more mana, but the card text remains the same (except Common has been changed to Basic). I hope you guys don't find it too overpowered with the reasoning I've already given ;)
I was gonna say that yeah Basic should be included, I like him. Sounds like a memetastic deck that would make Trolden proud and those are my fave.
Interesting effect, but I'm not sure if it's functional? Other Start of Game effects are always met, yours wont be as you already have cards in hand. Also, it seems weird to include to "start of game" effects that has the exact same text in order to make it functional.
Genn and Baku both work based on your deck before the game begins, and neither will activate if you have an Odd/Even cost card in your hand and none left in your deck. As for the doubled effect, the animation would only play once for the two cards, I don't think that would be too hard of an interaction to program. Ideally, it would show up similarly to how a pair of cards displays in the collection, with the one Blade in front and the other behind it slanted.
I feel like the effect is too strong though anyway, and I though of a new name, so how does this look?
I like it tho a hidden restriction in this card is no legendaries can be in such a deck. (that i'm aware of?) It almost feels like you need a bigger effect. That might just be me tho.

Oof! I forgot that "Basic" and "Classic" are technically separate things! Hmmm so what if instead he was a great legendary for Budget players. Most of those are only Aggro or Tempo anyways. How about:

Edit: would it be viable that Hearthstone has the ability to calculate dust costs in game? Cause maybe an "If your deck is under XX00 dust get *effect* might be funny? XD

That leaves out Basic cards, again :P ...plus Harthbrew himself would be in your deck as a Legendary.
I don't know if Hearthstone actually contains a method by-which to keep track of a deck's dust-cost. If it did, I feel like that would turn the card into a math-problem that will annoy people; some weirdos like myself might enjoy playing with that limitation, but it'll put off some of those newer players you're trying to help.

Okay, so I think maybe dipping back into the Golden Classic packs idea was neat. I mean, who DOESNT love those things? and a new Elise might be neat. So the trick is whats a good condition to fulfill the fantasy of your innkeeper guiding you.

Derped and forgot the quest cost but its 1 obviously.
I was too caught up on Harth I never stopped and thought about the fact we have a character to legit represent new players!
Realizing this I thought why not double down: The first neutral quest, a card meant for budget players (or fans of "old school" playstyles) to shine. Make half your deck Classic (and Basic you necessary but annoying to design around bastards) and get a Golden pack! (Your opponent does to tho, hey it's all about sharing! (Can drop this and the "your cards cost 1 less" part tho if the Quest is deemed a bit hard.)
It's hard to come up with a simple design yet opening lots of opportunities. I think this card should belong to a class to avoid some other Shudderwok shenanigans, but well... what do you think? Does it push deckbuilding enough in a certain direction?
@allanime01 - I love the idea of your card. Here's the changes I'd make if it was my submission.
1) The art on New Pack Day looks a little messy, I'd find something more clear.
2) Don't Bold or put "" marks on the Reward section of Hearth and Home.
3) Balance wise the quest will take way too long to complete. I'd honestly reduce the requirement to 5 cards. Doesn't restrict deck building as much but New Pack Day is fun and we ordinary folks don't want to wait.
4) As a wishlist item I'd love if the Quest recycled itself upon completion. If the reward also put Hearth and Home back in your hand you could have multiple New Pack Days in 1 game. Just think of the merriment!
A card to open up the possibility of building around the shapeshifter cards. There are 4 of them all from the Witchwood, Spellshifter, Pumpkin Peasant, Swift Messenger, and Gilnean Royal Guard. This could theoretically form the core of an Even Paladin or Even Hunter deck.
This doesn't so much open up a new deck type as it adds late game value to one. Big Priest/Dragon Priest would very much enjoy this card.
(Edit: I realize that Attack and Health should be capitalized in Moon Wizard and Silverwing Scion's text would probably look better if I moved the "of" from line 1 to line 2)
@allanime 15 cards is way too much. Most Quests, if you build around them hard, can be finished before 10 without much trouble. For this, even if you have 30 Basic/Classic cards, you would still need to go far into the late game to finish it, and for an effect that's not even that good since your opponent gets it, too.
@wailor Furl would be my favorite out of your three. The idea isn't new, but it's still a nice one, and I'm a sucker for multi-tribe. Arcanium and Prix are nice, too, but they don't stand out enough for a WCDC, I feel.
@eScapegoat1270 I like Moon Wizard. I'm not sure if it would ever more than an Arena card, but the art and name are on point. Silverwing Scion isn't bad, but it's 8-Mana-do-nothing, and some may still be sore over Rez Priest.

Both cards are cool, but I'd go with Moon Wizard, just because it's way more original.
Both cards seem a bit weak, because they make you spend a lot of mana for doing nothing right away. They'd be more reasonable if you attached their effects to a minion.
Also, I'm not sure how many cards that can synergize with Water Breathing currently exist in the game.
Another idea I had. Would naturally require a deck with Spell Damage cards.
I feel 5 mana is a bit cheap, considering it draws 3 cards (which is already fair for 5 mana), and then also has a potentially game-winning effect for combo decks. Then again, Juicy Psychmelon exists, so...

Appreciate the feedback my dudes! Agreed. Reflecting on it over night its a steep quest and you share the rewads. Im debating on one of two solutions: Drop the opponent reward and lower the requirement to 10 cards or keep it 15 but instead make it "add 5 "golden Packs" to your hand", which will be 0 mana spells that add 5 Gold classic cards to hand.
Thoughts on either of these would be appreciated from anyone. I think I have until tonight to submit so illl check back in right before.
How would one go about wording that redirects random targeting?
My goal: this minion is the random target.
"Random effects always target this minion." ? the issue is targetable spells with random outcome (such as Imp-losion or shaman spells in general), would they hit their target or the "random target" ?
