Maybe you're forgetting that the second half of a Twinspell counts? I don't think it's difficult at all. The thing only starts at (8) to begin with. Any discount at all is going to make this decent, but it's easy to make it nuts.

Open the Waygate was spells. And even then, but the rotation had hit and the HOF, it had been pretty easy to pull off. With this, you just have to play CARDS. That's super easy with all the card generation Mage has.
This card is Easy to activate unlike the mage quest because mage have much better and cheaper card Generation now. Back then it was only primordial glyph and cabalist time. Now we have Ray of frost and magic trick which can get you Even more ray of frost. Mana cyclone helps as well and all the discovery will work since it is not just spells. This can bring back Conjuring as well since it is still a strong card but have a weird curve because of the nerf.
Even assuming you just play Violet Spellwing and both Arcane Missiles you get from them, this is a 6 mana 8/8, which isn't bad. You can take it even lower with cards you get from Arcane Breath, Magic Trick and Cobalt Spellkin. I don't think you build around taking this down to 0 mana and winning the game from there, but I think it's going to be a strong insert into an elemental/small spell mage deck alongside Chenvaala.
I know it doesn't directly compare, but it is similar to priests big taunt boy that was often a 2-5 mana 7/8 taunt which seems insane, but clearly didn't break the game.
I know it's a wildly different class with a different play style, but I don't see this making the cut unless the spell mage deck has two slots for it.

One advantage this has over Grave Horror is that playing generated Minions counts towards its Discount too. So if you Violet Spellwing with Messenger Raven, kill it and play the spell, that's two discounts you get. This minion could be a big whiff, but I honestly feel like the Minion is way better than it looks because of its discount sources.

good card for cyclone tempo mage maybe? ray of frost, magic trick, banana buffoon, the new 1/1 elemental and cyclone
more support for Open the Waygate and cyclone mage
seems slow for wild might be okay for standard
if you can cheese out a lot of cheap cards this is good, cyclone rng is the crux
This is a fun giant card. I don't think it's going to see serious play but I suspect some serious testing coming up with it.
