I'm a relatively new, F2P player and I've spent the gold I've earned exclusively buying classic packs. My strategy has been to build up my collection of classic cards in advance of the forthcoming rotation, since I know that the meta will completely change in a couple of months. I dust goldens and, of course, redundant cards, which has netted me a lot of dust. I haven't used dust to craft classic epics or rares since I've gotten over 75% of classic rares through packs and the epics continue to come in at a decent rate. Instead, I accumulate dust until I can craft legendaries. Once I have the classic legendaries deemed most important, then I plan to fill out missing important classic epics and rares. Or, when the meta changes, focusing on crafting specific decks.
For now, I'd like some help prioritizing my classic legendary crafting. My collection is public, FYI.
Recommended classic legendary neutrals that I don't have: Harrison, Cairne, The Black Knight. (I've crafted or have opened Thalnos, Maly, Deathwing, Ysera, Leeroy, Greenskin, Baron Geddon, and Alex).
As for classic class legendaries, I currently have Tirion, Velen, and Grommash. I know Edwin is a top-ish priority, but my eyes are also on Al'Akir and Jaraxxus.
tl;dr: Putting it all together, and keeping in mind that I'd like versatility class-wise, please help me rank the importance of the following classic legendaries: Harrison Jones, The Black Knight, Cairne Bloodhoof, Edwin VanCleef, Al'Akir the Windlord, and Lord Jaraxxus.
I always say Harrison is a top priority, half the classes use a weapon and card draw is important. Then most likely Leeroy since it's in most aggro decks as a finisher.

Harrison can be expensive and there are a good amount of oozes and so on. He’s not as good as he used to be and often the 2 mana ooze is more effective tech. Currently only seeing weapons in rogue, odd paladin, and control warrior.
He’s ok but I wouldn’t rank him a crafting priority.
Just my two cents... Edwin is the only really consistently played Legendary on the list. The rest are all heavily Meta dependent. Harrison and Black Knight are simply tech cards that see niche play, but definitely nice to have for when the meta demands it. Jaraxxus may see play again with the rotation of Bloodreaver Gul'dan.

TL:DR Edwin VanCleef is a super safe craft... I'd save your dust and craft the others when you need them for a deck that requires them.

For legendaries in recent expansions, Zillax is a consistent card that sees play in tons of decks. crafting him should probably be top priority.
past Zillax, other legendaries that see consistent use would be ones such as (classic) Leeroy Jenkins, (classic) King Krush, (classic) Archmage Antonidas, (Rumble) Jan'Alai, the Dragonhawk, (Boomsday) Electra Stormsurge, (Classic) Al'akir, (Witchwood) Hagatha, (Boomsday) Dr Boom, (Witchwood) Genn Graymane, and (Witchwood) Baku, the Mooneater.
Certain legendaries that are amazing but only fit in certain deck archtypes would be ones like Genn and Baku (Since they are the even/odd decks) but also ones like (Rumble) Mojomaster Zihi, (Rumble) Zul'jin, (Boomsday) Stargazer Luna, (Classic) Edwin VanCleef, (Rumble) High Priestess Jeklik, (Witchwood) Lord Godfrey, (Witchwood) Darius Crowley, (Boomsday) Mecha'thun.
(Short Version) Im not going to go through and name the legendaries that are good because they have decks built around them or because they give higher winrate for the deck that they are in. at the very least, Zilliax and Leeroy are two legendaries that should be top priority for crafting in predicted future meta. Baku and Genn see tons of play with multiple decks as well.

I’m going to give you two rankings, one based on current meta and one as I see it post rotation:
1. Black knight (wall priest + lots of meta taunts)
2. Big Al
3. Edwin
4. Harrison
5. Cairn
6. Jarraxus (DK Guldan killed this card)
