Simple fix I would suggest. Just move it out of the cardpool of random spells that can be generated.
Thought of that while playing secret mage. I love that deck and I love iceblock.
Putting it turn 5 against a druid and winning on turn 9 after meticulous calculation of what to do till then is so satisfying or winning on point turn 10 with pyroblast. And there is in my opinion nothing shitty about. If you win by 5 when playing correctly and part of the strategy is to let your opponent bring you to 1 at a certain point to finish him of a turn later then that's part of the strategy. In that case the: " I should win I brought him to 1 health he would have died" just doesn't count.. after all it's me who decided to let my opponent bring me to 1 hp while preparing my victory.
3-4 randomly generated Iceblocks on the other hand are flat out bullshit..so easy fix for that.
To remove iceblock from ANY spell generator is indeed a brilliant idea. :D
But blizzard is probably gonna move it to Hall of Fame anyway.. That's always been their idea of a "fix".

That would be a shame tbh. Like I said I really like the card it opens up an interesting approach in some games. But like I said only as a one of or at max two in one deck.

I don't want the mage player to be able to just ignore anything I do and focus on burning from hand.
PS: If the card is not removed, than we should at the very least get a good card that counters non interactive strategies, like Loatheb .
The 2 ice blocks in the deck are also problematic.. the card itself had enough spotlight time for it to move on so mage can get better win condition cards rather than combo wins or burn like it has now..
Control mage will get much better stuff once ice block is out of standard. (at least I hope so)

The problem is, this card is so overpowered that it's restricting mage design by a lot. Amongst other cards that have been since then moved to hall of fame or nerfed like Master of Disguise. If Blizzard already expect tu put Ice Block in the next hall of fame, they pretty much have decided it since a few months and designed the future expansions accordingly. They already designed Arcane Artificer which is a great control healing card and you might expect more of them.

The problem is not Ice Block being uninteractive, Ice Block is perfectly interactive and as a Secret, it is one of the most interactive Spells in the entire game, since the Counterplay available for this card extends past the pure playing around aspect that all Spells allow, but also can be nullified with Tech Cards, which is not the case for most spells that are not Secrets or Buffs.
The problem lies in players not being experienced enough to know how to interact with the card, since the card is quite easy to interact with for experienced players.
Personally, I'm the kind of player that prefers to play around Ice Block over nearly every other Secret in the game, since I know how to play around it better than all other Secrets due to my experience with the card.
Also, Mages can never afford to play Solitaire. If you ever let them play that, it means you spent an entire game where you played 0 Cards, where you never forced the Mage to remove or stop your minions from attacking, where they never had to concern themselves with dying, where all they had to do was play card draw, no other cards the entire game, and then Combo you to deal, and this is assuming your Hero Power is one that cannot affect the game.
The moment you make any action in the game and that forced the Mage to actually responde with an action against it, the game stops being Solitaire.
If you're going to tell me that you can "play around" ice block by putting mage at 1 or that you can "just play eater" you'll make me laugh very hard.
These strategies work in arena or at rank 20, but are not at all a viable option for high ranks where you simply can not justify decreasing all your other games to punish a single spell from a single class, and putting the mage at low health often does not matter if they can kill you next turn.
In reality the way you can best "play around" ice block is to literally pray to RNG GODS mage draws poorly and can't kill you after 1 or 2 ice blocks are popped. That is very frustrating.
Loatheb was such a great card because you could you use it to punish spell based decks while not being game loosing if drawn vs other decks, something you can not say about eater . A 4 mana 2 4 is like worst than drawing patches vs any other deck than mage with ice block.

I kinda get what you mean by solitaire but try to think like that: when I drop iceblock and assume I have to get you down to a certain amount of health before iceblock pops I have to divert my damage spells maybe an frostbolt here or a bait minon there to prevent just a bit more damage on my face. After doing that I rightly win since my strategy paid of..there is nothing bad about it.

It's not about who deserves to win . Nobody deserves to win anything in hearthstone as the game is designed as a coin flip and is 99 percent of the time decided by pure luck.
It's about the fact that playing against a mage with a strategy based on ice block is extremely boring. They usually don't play minions and the ones they play are just better to ignore and go face, cause if you kill them you just waste damage .
All you can do is play your stuff, go face and hope for the best. You either win or lose based on opponent's plays, not yours . That is a very frustrating experience.

I played 7 games with Exodia earlier. In 6 of the 7, my opponent traded minions. In 3 of the 6, if they hadn't, they would have won. Learn to play against the deck, and you might not hate the card so much.
