Try to think of a scenario with these conditions:
It's the late game
Your opponent is either topdecking or out of threats
You as Paladin will lose if you don't find a way to win the game
Because for this card to be good, all of those need to be true.

I mean. That use to be a fairly not uncommon situation. (And the second one isn't a requirement. All this needs to be good is a very slow grindy game where you want to get a lot of value from your hero power.) A year ago. Like I said. This would have been a good card for control paladin vs other late game grinder decks. Justicar trueheart used to be basically the win con in such match ups, and this card does a similar thing. In some situations it's even better, since you can get more then 7 1/1s worth of free guys on the board (well... I guess you can't really. Because you win the game then. But traditionally you win the game anyway in that situation so the actual directly winning the game from having 4 of these guys is basically meaningless anyway.) We've not had a meta where that's been a thing since jades came out, and now with the jade counter printed, I can understand why some people think that this card is good, they lived though the situations where this card would be really good, they see it happening again.
I personally don't see that situation happening again. There too many equivalent infinite value cards in existence. Who's going to grind out a warrior with rag shots, who's going to grind out a priest that shuffled your deck into his deck? Who's going to grind out a dead hand warrior? You can't take out a death knight mage with a ton of small guys. For this to be really that good all the other grindy decks need to be bad and die to whatever the meta is, leaving only paladin left standing as the king of the grind. That seems unlikely. Possible. But unlikely.

Weapon removal was saved for tirions weapon all the time so now this card may be able to free up tirions weapon from getting destroyed. Also don't underestimate a 2/2 hero power. Also don't underestimate a 2/2 hero power. It just flat out wins control matchups when resources are pretty close.
I'm not sure that it does anymore. It's even hard countered by DK Anduin, Jaina, Rexxar, and Malfurion. Not to mention the ubiquitous Primordial Drakes that are in just about every control deck in the game.

How many weapon removal you run on your decks? In last season i didint see anyone playining more than one weapon removal, so when playining truesilver champion x2, getting ashbringer from tirion maybe getting another tirion on stonehill defender and getting tirion back from nzoth. that's allready 46damage just for weapons. And how bad is to getting better tokens espically against priest when can use those new 2/2 tokens to use steed to get 4/8 taunts. Control paladin can allready go pretty easily in fatigue and this one more good tool in those long matchups.
Most of the DKs are costed 7 to 9 with the exception of shaman. By the time you play this you'd be swarmed with evolved fatties. I think this is more of a win more effect, you will casting this when you are already ahead. Priest dk on the other hand clears the board when you are behind.

I like the theme on Uther and how he's NOT a pawn of the Lich King like the rest of the heroes so far, but part of the Ebon Blade.
Does the Ebon blade have WoW backstory? I only played WoW to get Liadrin and don't know much about the lore, (I do know tirioon has something to do with the four horseman though like he dies?). But yeah what's the Ebon blade all about?
In a nutshell, they're sort of renegade Death Knights that fight against the Lich King.
Tirion doesn't die to the four horsemen. Tirion is killed on the broken shore in legion.

IMO, the hero power is pretty weak. So I'm really not considering it in my evaluation.
I also think it's unlikely that you gain the full value of the weapon. Keep in mind that the heal is also undercut by the fact that you will be face tanking some damage as well.
It's a fine card, but I feel the hype train is running amok.

If this becomes popular, at least two and one will be saved just for this. Otherwise I'll just save one and play Priest.

Uther of the Ebon Blade is probably my favorite death knight revealed so far, just the threat that his hero power presents can make your opponent play is if your 2/2 horsemen have taunt. One question I have is from the reveal video, it looked like each of the four horsemen had different art, so does that mean you need one of each of the four horsemen with different art, or just four horsemen cards in play, for the enemy hero to be destroyed? Because if the first is true then it may not be possible to use Faceless Manipulator and effects of the like to win the game.

My guess is that it summons them sequentially - A, B, C, and then D, such that if D is summoned you win the game and D is never summoned until A, B, and C are summoned. You shouldn't be able to use Faceless to combo a win.

There is counterplay, like Dirty Rat, but in the right deck, I think this could be viable! Is it better than Anyfin Can Happen, though?

I was thinking about Thaurissan hitting Auctionmaster Beardo plus 3 Secrets. Then you can do it all in one turn as soon as you switch heroes. Beardo + 4x Hero Power = 10 Mana, 3 Secrets costing 0 to refresh. Running Secrets also helps with surviving long enough to pull it off. Question is, would you combine both Auctionmaster Beardo and Garrison Commander in one deck? Or should one better decide on one of those combos?
The hero power its bad, but the weapon its so good, it really helps you to back up. Two ashbringers, tis 30 damage only from it.

actually, 2 mana for 2/2 its better than 1/1 silverware recruits. and its like Taunted minion that has no taunt ability :p
