A 3 mana 4/4 neutral common with no downside? Why stop there? Make him a 0 mana 100/100 can't be targeted by spells basic that always starts in your opening hand and can only be played in thread creator's deck. Literally no downside.
It's not outlandish to think minions like a neutral 1 mana 2/2 or 2 mana 3/3 might get printed (with no tribe). They're all competing with minions that have abilities or a tribe tag attached to them like Enchanted Raven. So there's design space for that, especially as tribe synergy has become stronger.
But 3 mana 4/4 design space is limited by Ogre Brute, so they wouldn't do this. Likewise 4 mana 5/5 design space is limited by Chillwind Yeti.

0 mana minions obviously can't be 0/0. The best it can be is a 1/1 or worth that
1 mana minions is something already heavily disputed on here about being OP. It was Blizz's fault for originally making 1 mana 1/3 minions with effects on them. Enchanted Raven only looks kinda normal because they now can't stop making overstated 1 drops.
A vanilla anything has stats equal to 2x its cost plus 1 more, so if anything the buff Arcane Golem needs is just to be a 3 mana 4/5 with its current effect. That would still be balanced.
Still no synergy for anything so it wouldn't see constructed play, pretty op arena card probably though. In constructed it doesn't bring you any closer to your deck's win condition, dies to 4/3 and even if it kills like a 3/4 still dies to small board clears, hero powers, mortal coil etc.

To be honest a vanilla 3 mana 4/4 would probably still not even see any play whatsoever so I don't know what all the mocking is about. However since this card used to be a 4/2 charger with the giving your opponent a mana crystal effect, I think Blizzard designed this card specifically to have this unique drawback. I equate charge to have the same stat points equal to the minion's attack so a 4/2 with charge would have 10 stat points. I think if this card was a 3 mana 5/5 battlecry: give your opponent a mana crystal it would be a bit more balanced, similar to Unlicensed Apothecary. In my opinion just having 4 attack or 4 health is too weak for having such a terrible drawback.

Squirming tentacle is just Spider Tank minus 1 attack in exchange for taunt. Frostwolf Grunt is just Bloodfen Raptor minus 1 attack in exchange for taunt. Following this pattern, you can determine the base statline for any mana slot by taking a taunt minion from that slot and adding to it one stat point. Goldshire Footman is a 1/2 taunt. Taunt do NOT worth 1 mana on class cards if the card hope to see any play. This is the reason Ironbark Protector don't run in Druid.

Arcane golem is a dead card. After losing charge it's just dead. No matter what you do, it's not the role it was born to fit. Might as well print a new (3) and call it a day.
It literally shouldn't even have a downside.
