It's really summon 2/3 taunt for 2 mana. Not great at all unless you can combo it with mind control tech. Unless there's a better combo still not that great but fun card.
You would have to be pretty desperate to play this on curve. The obvious play would be to save it for a time when you want to use a Whirlwind effect anyway. That leaves you with a 2/5 taunt and ideally kills more than just the raptors.

I see lots of comments about how this works in Control Warrior. It does nothing for the Jade matchup. Until Control Warrior has a way to handle Jade, I don't see how it comes back.
That's three mana for a 2/5 taunt. Now you had to waste a resource to kill the raptors. You only get value if your opponent has a few minion on beard that die to the whirlwind effect. Sen'jin Shieldmasta 4 mana 3/5 is so much better and you don't need to combo it with any thing. Goes back to what I originally said. Unless you can get real value from a combo that we aren't aware of yet it's not worth it.
I'm calling it now, the Warrior quest will be about doing damage to multiple minions at the same time, and this will be an enabler for that (play this, whirlwind, you get at least 4 points for the quest already). Making King Mosh would make sense for that deck.

This + Protect the King! = 4 guaranteed taunts on turn 5. Too bad Bolster is rotating out...
It will see some play for sure.

Seeing the new 1-cost-beast centric cards for hunter, this card looks more like suicide than anything else.
Imagine something like this coming out in gadgetzan, but change raptor for pirate. That's pretty much how it feels.

Good for Second-Rate Bruiser too.
When you think Piloted Shredder cannot be more broken...
Imagine playing this against hunter on turn 2 and he answers you with Scavenging Hyena
