If Lorewalker Cho is 1/4 instead 0/4 will be great, the card is very weak because opponent don't trade nothing with minions.
...which is why you have to be careful about playing him. You don't play him to trade. You play him to slow down your opponent, and he only works where he's behind a taunt or where you have board control. You cannot think of him as a "minion" in the traditional sense; as a minion he's utter crap - at best a 2-mana Shieldbearer. He's a 2-mana "presence" on the board that forces your opponent to play differently.
I imagine if there were a 2-mana 0/3 Shaman totem called "Spellsteal Totem" that stole your opponents' spells, people would consider it as a tech choice. For a zoolock, who has no spells, it's just as powerful, and insanely cheap for the value it brings against mages, shamans, and other spell-heavy decks.
In short, Lorewalker Cho punishes (challenges) spell-heavy decks with little board presence.

When Old Gods first came out, I played against a Rogue with a mill deck trying out Nat the Darkfisher and honestly it didn't work out. It's kinda unreliable given that the effect only has a 50% chance of occurring, and in any other deck the effect is undesirable.
Millhouse Manastorm is one of those situational minions whose effect is really undesirable (especially against Mage) but is probably the best thing you'd get out of a card like Piloted Shredder or evolving a 1-drop. Certain classes and decks won't really benefit from the free spell turn but it's not really a card you'd want to run in a deck. Still wouldn't consider it useless.
Hemet Nesingwary's effect is too specific and his stats are pretty awful. I've only used him like once in one of those random card tavern brawls to counter a large beast the opponent played by chance.
The Boogeymonster's effect is not really justifiable. It's essentially a worse Gruul, which isn't too great to start with.
My bottom ten list would be as follows, taking account of minion, effect, and cost value (not in any particular order):
Flame Leviathan really isn't that bad. I like using it quite a lot with Explosive Sheep, and I usually time it perfectly so both 2 damage AOE effects trigger at a good time. Flame Leviathan can also be really good against Zoo, especially when you consider sometimes only having enough damage to wipe some of the board. Draw FL when you can play Blizzard, so you have a four damage turn, or a six damage turn with Flamestrike.
Also, Malchezaar should be on this list in place of Moroes. Most people would say the same.
Malchezaar? Why should he be on this list? He gives you five extra legendaries to run with. Sure, he's basically a vanilla minion but does that matter when he can give you legendaries you can only dream of having?

I think this is the difference. For seasoned players, it's useless (except in attrition/fatigue). But for new players, it's the most exciting taster until they get their own legendaries.

Blizzard confirmed it being the design behind the card, rather than being a replacement for elise starseeker
It can be refered as a well designed card since it's purpose is well done(what you are saying)
On that way of thinking a top legendary doesn't necessarily means he is a bad card same for millhouse for example he is suppoused to be a fun card
God Tier - Dr. Boom - Separate tier because I just don't even want to deal with this card lets get it out of the way
One. Pre (maybe even post) Nerf Yogg - I don't think any other legendary can swing games as hard as Yogg Two. N'Zoth - Even though getting to the super late game is very inconsistent with the meta being aggro this guy owns late game so hard Three. Ragnaros - He is fast enough to be playable v aggro, and packs a sizable punch v control Four. Tirion -Same deal but even better. He provides a destructive taunter v. aggro and super value control Five. Reno Jackson - Bane of aggro decks tied for Five. Leeroy Jenkins - Bane of control decks

One. Confessor Paletress - getting a random legendary when you hit hero power awesome Two. Lorewalker Cho - Especially back in the day when he popped off of Shredder he added a lot of spice to the game Three. Elite Tauren Chieftain - He gives you the power of ROCK Four. Yogg - As salty as Yogg makes people. Come on. You know it is still pretty exciting to witness the power of madness, the Yogg fails at Blizzcon make it totally worth all the salt, now that you can insta purify Yogg. That was hilarious Five. Jaraxxus - You know you shit yourself a little the first time you saw this card, and the hero turned into Jeraxxus OBLIVION

When I saw the card I said.
"This is brilliant this is obviously going to be one of the free cards and now we may see new players/f2p try to make control decks with this card to hopefully give them the threats to do so."
Turns out that wasn't so, turns out it was the most expensive legendary in the set to get and I think fails to accomplish its goal because of that.
Haven't opened many of those other ones, but Flame Leviathan was probably one of the most disappointing to open. Like it wasn't even that fun to play just for laughs. At least Millhouse is silly fun, it's like giving your opponent a Yogg on turn 2.
I remember frantically opening GvG packs for Dr. Fucking Boom and having to craft him cause RNG gods decided to have me pull two Flame Leviathans instead.
