Even for new players who don't have all the classic and GvG cards, this is a terrible system, because let's say you wanted build a mech mage as your first deck....obviously the most efficient way to do this is to get GvG packs and craft the non-GvG cards. Or if you wanted to build a face hunter, the majority of that deck is from classic packs. So even new players would prefer to get specific packs so they can build the deck they want more efficiently.
Of course this is great for Blizzard because it incentivises people to simply buy packs with real money, but for the player it takes away what was the most efficient f2p method for collecting cards.
The easiest solution is to simply have the player check a box ([]Classic []GvG []TGT) before each arena run, or right before they unlock their reward. As it is though, it's actually more efficient to just grind gold on ladder and buy the pack you want directly.

You're assuming the need for a solution to begin with. Of course Blizzard is going to incentivize giving them a profit margin if you're not looking to grind. You can't look at the Arena and simply say "Ah ha! The perfect way for me to get a full collection without spending a red cent!" - it's there as a fun alternative to grinding constructed games which the meta can stagnate, especially if you don't already have a huge collection and only have enough for 1 deck.
If you want to just collect TGT, then just use your gold to buy TGT packs instead of entering the arena. You can still get a f2p experience it's just not as "fast" as being able to grind profitable arena runs.
There's only one niche that makes Arena worth it right now, and I exploit it -- an experienced player building up a new account. You can use the cards from any set and you stand a chance to get some wins. It is an inefficient waste otherwise.

But if u do want to profit, all u need to do is get like 50gold, cause u get 100gold in guaranteed pack. Thats not that hard to do, even if u cant make the 150g (including pack) back, u can get like 120 if ur realy realy bad, so its still not that bad in the end ... if u also play for the fun of it ofc, cause other then that i guess it is not worth it, if u want just milk it for profits, yeah.

Blizzard makes games to make money, plain and simple. They are not going to make it easy or quick to build a collection without paying money because if it was then they would make very little money on the game. This is certainly a blow to people grinding f2p collections, and that is exactly what Blizzard wanted to do. My last 5 arena runs have averaged about 5 wins. You get better if you really work at it and focus on card to card synergy and what cards work well for each class. Yes, you have those runs where you face 3 ridiculous decks and go 0-2 wins, but you get better at reducing those. I recommend trying to stick to a class that you enjoy playing. There are a few classes that I am no good with, but I have played people that are masterful with them.

You are either really bad player so arena isn't worth for you at all, or you are just crying because you are playing the game for so long and got all pre-tgt cards u will ever need. As a F2P player since end of BRM I think there is no better way of getting cards atm (without spending money) than playing arena. I got most of TGT cards and I never ever bought single TGT pack so far, got them all from arena. Truth is I get 7-8 wins average and got plenty of 12 wins since TGT started. Even for less skilled players arena is best way to obtain dust/cards than just buying packs normally. Not to mention it solves problem for F2P players because it gives you variety of cards, and you can build decks with them (non-competitive at first).

Since tgt cards mostly crap i actually prefer to get other packs. Arena always worth investing if you can get atleast 3 wins, since you got more rewards than if you just simply bought packs.

I kind of doubt it's 90 dust on average, but even so that's not even enough to craft a rare. So getting a rare you might actually need/want fully negates an average pack. You see what I'm saying?
5 wins, you get what? 70 g and 20 dust plus the average pack (which let's agree is worth 90)? Something like that. So you're down 80 gold and netted 110 dust. Plus, winning 5 games on ladder nets you almost 20g. So you're actually down 100g vs playing on ladder, which is the cost of buying a pack. A pack could've gotten you that rare you wanted plus any commons you don't have and some epics and occasionally a legendary from the new set which you likely don't have. This is my point: it is simply more efficient to play on ladder and buy packs directly, making arena superfluous unless you particularly enjoy that play style for some reason.

That's a good point I shouldn't have overlooked. It is my favorite format. But for me, I don't have any accounts right now that have all the cards I'll ever want, or even close, so the rewards are still an important part of it for me. In my main account all I want is TGT and I was psyched to play Arena to get it, but I had to scrap that plan and just grind and buy TGT packs, and it's really hurt my enjoyment of the game in that account.

That is what they originally announced prior to release. I'm guessing they changed their mind because $$$. Which is fine, Blizzard has every right to look after their bottom-line, I'm just pointing out that this makes doing arena runs more-or-less pointless for a large chunk of the hearthstone player base. And that's probably not good for the long-term health of the game.
People were whining pre-TGT because they could only get GVG cards. Now they whine because they might not get the packs they want? There are more ways to build a collection as an F2P player than ever before too.

I can understand Blizzard not wanting to let us outright choose the pack we want... what about offering a way to sell an unwanted pack for a refund at a reduced amount... say 50-75g? As more and more expansions are introduced, the problem will worsen. Think it's annoying getting a GVG pack now, imagine how it will feel in 5 years after 6-8 expansions have been released.
