With Lord Barov, why not aggressively level up and bet on your opponent each round helping accumulate gold for the next tier?
Because you take a crapton of damage and put yourself at a humongous disadvantage immediately where losing a single round after that is likely to result in you getting 8th place. There's a reason that strategies that involve trying to level early almost never work, and it's a much more reasonable and safe bet to just buy units and accumulate power.

You could actually be at Tier 3 by turn 3, and buy 2 tier 3 minions on Turn 4 (you would also have at least 1 lower tier minion.
However it doesn't matter because as many have already said, you bet on OTHER matches, not your own.
So far I've seen Dude Barov twice in a game and he was 8th both times. Ouch.
edit:
Just played my first game with him. Won the first 3 gambles with a token start and proceeded to power level and finish 3rd.
Was rather close tho with <10 HP. It's weird to stabilize if you don't get anything good once you hit tavern 3 and/or 4. Will probably be better if you take one turn to build a board before continuing to level.
He seems high risk - medium reward to me. You can get ahead early, but it'll always feel weaker than early power-house heroes like Yogg. The gamble is also a huge risk, since some matchups you bet on are just pure luck. I bet on all turns and only got 2 incorrectly (one was a tie). So over 13 bets that got me 22 extra gold.
Jandice is SO op if you find a pogo. My proposed "nerf" is to make the HP 1 mana and give the minion you switch in and out +1/+1 each. That at least slows down the growth rate of the pogo's

Seems that Pogo is the only real issue with her. The simplest nerf would be to have minions lose their stats, but that would destroy her probably. I like your suggestion.
I see her rarely do incredibly well outside of early pogos tho. In my experience she is a low-risk high-roller and stats support that (average placement compared to if you find an early pogo). If you combine her non-pogo runs she still does well, but her average is below Maiev and Lich. Consistency is always a factor that I personally, value very high.
Lord Barov is terrible on average. Luck-dependent high-roll possibilities but he should be avoided.
Omu is - as I expected - the most consistent of the 3 new heroes and does therefore very, very well. I think overall he's the strongest of the new heroes due to the consistency. At the moment he places at the end of top tier. It's nigh impossible to top 6-8 with him. Bartendotron really should be reworked now, since this is what his HP should have looked like. I think Omu will become even better with time, when people figure out how to curve exactly. He benefits tremendously from a token start - even more than other heroes.

I've seen that Kripp video where he had a 420/420 (or something close yo that) pogo that way. He still got second place as it ran into a poisonous minion.

Lord Barov is Tier A in the Firestone App. 67% Top 4, 13% Top 1
Is Lord Barov one of the best heroes -- no. But I might seriously pick him over the likes of Nozdormu, Daryl and Kaelthas Sunstrider.
Reason? Those heroes don't have much snowball potential, and Lord Barov has snowball potential, which is something I want in a hero.
Two of the times I have played him, I won several bets in a row having "coin issues" where I was fighting the turn timer. Most recent was a blowout #1 win getting to Tier 5 very early.
The other time, I don't think I was able to use his hero power much due to lack of token units and/or Deck Swabbies, so perhaps he is better if Pirates are in the mix and also Beasts/Murlocs.
Selfless Hero is a secret MVP. My last 10 top 4 games included her like 8 times. It improved my win-rate by a big amount to pick her up whenever I stumble upon her and have an already established board during mid-game. Last 3 first places included her. Either giving her taunt gives to net you 1 additional somewhat big stated minion over your opponent most of the time or just to give your poisonous divine shield dudes another one. Late game you can just pick up a baron to "finish" your build and seal the win during the last few round(s). Works also with Pogos, Murlocs and Menagerie. Hell, if you face some big-bois, just get a crappy murloc with poisonous and enjoy seeing the little dude take out 2 big chunky Pogos.
Almost back to 10k again.
Also Jandice with Pogos is basically free top 2. Outside of getting Pogos she is only average tho. Pogo being tavern 2 and rarely bought, means you have a very good chance to force one or two tho. I think settling for 2 normal ones and not tripling is the way to go and alternating the buffs to have at least 2 big dudes that scale very well every other round.
If the minions don't keep the buffs, she can still be good. But if they do, she'll be broken.
A designer confirmed that this is the case.
That means you can rebuff Amalgadon or Battlemaster each turn, which makes her slightly better than I initially thought. You can also get easy triples if you start with a token-producer on turn 1.
Still I think she will be too inconsistent in this fast meta.
Not strictly true. You can bet on yourself if it is only you and one other player left (or against yourself, which is likely the only correct move at that point if you lose and manage to not die)

Nice changes.

From personal observation that seems unlikely.
According to https://hsreplay.net/battlegrounds/heroes/?hl=en (6,3k MMR+) he is also subpar.
Lord Barov is not that bad.
