I say one of the reasons this card exists is for RNG shenanigans like (d)evolve, random summons and stuff, sothat we can get the occasional combodeck ragequit youtube video.
Remember, some cards don't need to see play, they just need to exist.
I rate this card Playable
Removing cards from your deck isn't a drawback, unless you are running a deck with synergies and combos. Just like how a deck with 20 cards isn't inherently worse than one with 30 cards.
If you play aggressively you won't be milled either. The game will end long before you Fatigue.
But anyways, the stats are good but not great, and you need great cards in Constructed. So it's Playable in my opinion.

this is playable in jade druid
after you have your combo Gadgetzan Auctioneer + Jade Idol your main goal is to mill the rest of you deck asap, to get insane value from it

Clearly this card is more than free dust in the right decks.

Skulking Geist isn't that common currently
and even if your opponent have it, there is a 50% chance that he'll draw it until turn 15, and you, most likely, already have a table of huge Jade Golems by that time,
so if 30% of players have it, and 50% of them play it, this means that you probability of loosing because of it only 15%
of course there are other reasons to loose, and i'm not saying that this deck has a 80%+ winrate
but it is playable, and it is possible to climb with it !!!!!!!!!!!!1111one one
it is a fan to see how your opponent decides to leave Keening Banshee on table, and next turn you burn 15 cards, i bet opponent think you are on drugs or something, but you don't )

Fel Reaver is back..... and even worse
as a 6/6 this would be fine.
This is similar to Fel Reaver but with 3 less hp and attack. Back when Fel Reaver was around you'd put it in an aggressive deck that doesn't care about losing cards. Keening Banshee would be played the same way, having you controlling how many cards you remove from your deck is irrelevant. It is on the edge of playable but no way close as how good Fel Reaver was.
The 4 mana RNG spot is really bad in this expansion.
Edit: I guess it is relevant to have you control how many cards you remove from your deck. You could follow this with one 5-drop next turn.

perhaps this could be used in a jade druid to quickly go through your deck once you have the remaining jade idol and an auctioneer.
This is vanilla stats with awful effect no? Why would anyone ever play this?
