Because it is a Pirate Minion - and Pirate Rogue is something people have begged for years to have.
When i first read this card i didn't think pirate, i thought "sex slave"...

C'mon guys, we are all focusing on the wrong aspects... IS A FUCKING PIRATE INSECTOID WITH A HOOK FOR A HAND RIDING A GIANT WASP WITH A CAPTAIN HAT ON HIS HEAD!!! Kragg cannot even compete with this! Let's be serious!

it was about time for the warrior to get a 1-drop,helps if you dont get firey war axe in your mulligan.
Also, they couldn't give a card like this to rogue because it would be too op with all the weapon buffs. I think flavorwise a card like this wouldn't fit Shaman because although they use weapons, it isn't one of their main aspects and a card that gives one as a bonus is kind of weird for them. And finally let's be honest: we didn't want this to be a Paladin card.
We will lose Death's Bite in Standard, so Warriors will either have to go back to Arcanite Reaper or Gorehowl. I think this weapon would be nice in the new meta, it may even open up for Upgrade! being valuable. A Rusty Hook + Upgrade! and you have a 2/4 Fiery War Axe for the same mana cost - it will help Warriors a lot in the early game to have a weapon to control the board.
Finally! A card that makes Orgrimmar Aspirant usable and worthy!
You still need to spend a whopping 5 mana to make it a 2/3. And if this makes it usable and worthy, why hasn't "Upgrade!" been used before? Is First Mate making it viable because it just gives a 1/1? Nope.
(Keep in mind this is my own opinion, and these are the reasons why)
I got your point and there are some reasons to agree.
But i consider this card not only to play on 5th turn or 6th. And we dont need to put upgrades to only one weapon. There are a lot of chances not to get this card to starting hand. We can get it on 10th turn. And playing 10th turn not always means that he must play only heavy cards. Try to get what i'm trying to say. My English is not that good... but the idea must be clear.

Light's Justice isn't a great card for 1 mana, but it's really not that bad. Adding a Wisp in exchange for a point of durability is pretty darn good, if you ask me. Solid Arena pick, but it probably won't see play in Standard, and almost definitely not in Wild.
What if the weapon got a on-hit ability or something, but it wasn't mentioned. Just like boombots lol. JK
Blizzard makes a good pirate card that would actually work well in rogue deck then doesn't give it to rogue. blizzard really does hate rogue
It will not be used in standard or wild most likely. It's not the second coming of muster for battle, that card is good because it was difficult to get rid of so many 1/1s in one turn. Has potential in arena.
Another one mana N'Zoth card... Maybe the legendary will interact with one mana minions somehow?

it feels like a great arena card , 1 mana card that gives you a rogue hero power .
however in constructed there is absolutely no reason to pick this card with Fiery war axe around . Good card design though
