Just stick to one or two decks that are good against the current meta then use them to ladder. Learn the ins and outs of your decks, what to mulligan for each matchup, and what cards to tech. Net decking will only get you so far.
Watch some streamer using your deck. That usually helps if I am stuck somewhere. Also sometimes it's just a loosestreak and then the tilt. Those days I just quit and try again the next day.
Nono, it's not so different since after rank 15 or even earlier people are using netdecks and mostly they want the best ones. Also it still shows you how to mulligan and how to play against certain classes and so on. You should press pause and then think which cards you would play and see what the pro does. Continuing to play while tilted is the worst thing you can do. Whenever I lose 2 games in a row on ladder, I always take a 30 min - 2 hour break during which I don't do ANYTHING even related to Hearthstone. Go eat something, take a piss or whatever and once you feel relaxed, you can give it another go. You can also play some Secret Paladin if you wan't to always win. I recently crafted it and it works wonders.
That doesn't mean you'll win the next game you com eback to because you took a break.
If you do wanna keep playing, just make sure you don't start "rushing" your turns after loses. This is what I think tilt really is. You wanna get the stars back, so start playing "faster", by doing so making mistake.
If you take every turn slow, double check everything, cards in hand, in deck, mana avalible and make the best possible plays, logically "tilt" can't effect the outcome.

I literally had the same problem yesterday - I got stuck at rank 8 playing Control Priest. I tried many different decks out: Renolock, Midrange Paladin and and and...
Then, after not improving my win rates, I just convinced myself to use "stupid" decks. I went with Secret Paladin and I went strong with 14-4 and reached rank 5. With all the cumulated anger, I wasn't able to play that good and smart. Secret Paladin can be played without thinking that much.
But the most important thing was that I just took a break. I got quite tempered and impatient while winning and losing, resulting in me doing terrible mistakes. After the break, I regained my mojo and played alot better.
My final advice: Mostly it isn't about the deck but about the player. TAKE A BREAK!

i was stuck at 9 and pushed through to rank 5 with dog's miracle rogue and roughly 70% percent winrate in like 4 hours.
