This card is perfectly balanced. Other players cannot be punished for NOT running it in their decks. You put it in your deck for the effect and take a risk on that, the card is somewhat playable at a push, at the very least, so not completely unplayable if you do decide to put it in.
Board control seems to be the upcoming theme and these kinds of plays take more time, it would be weird if Blizzard also pressured players to play with a 15-second mechanic. All the while they are trying to be more new player-friendly.

Or make him like this: "When your opponent takes more than 15 seconds to play his turn, summon Nozdormu from your hand" so there would be risk of keeping him in hand.

A good solution would be to show a prompt at the start of the game to each player asking whether they want to play in the Blitz mode (15 secs turn), if both players agree then turns are 15 secs.
No need of putting a dogshit card in the deck and pray to match up with someone who did the same.

It's meant to see play in Casual mode when playing against friends, or at Fireside Gathering events etc I would imagine. I don't believe it was intended to be thrown into Standard lists in the hope you bump into another Noz player.

Nozdormu, the Eternal, might actually be bugged. Yes, you've heard it correctly! Someone else actually might have run Nozdormu in their deck for some good fun in dumpster Diamond 10 wild rank. The worst part is that we'll never know! The game doesn't let you add recent opponents to your friends list if you close the game, and the Battletag doesn't show up anywhere. Clearly, they've spent all the time and energy on getting a new and uglier icon instead of implementing very difficult and useful components to the client, like befriending someone you've played with!
Please ignore my awful plays because I didn't understand what was going on. My opponent's name was also very bizarre. I couldn't concentrate on the game (excuses excuses).

"Discover a card you played on your last turn, re-play it." "Add 4 cards you played this game to your hand." "Set both player's mana to 5." "Draw a card, play it."
There were so many other directions to take Nozdormu.
