This card is perfectly balanced. Other players cannot be punished for NOT running it in their decks. You put it in your deck for the effect and take a risk on that, the card is somewhat playable at a push, at the very least, so not completely unplayable if you do decide to put it in.
Board control seems to be the upcoming theme and these kinds of plays take more time, it would be weird if Blizzard also pressured players to play with a 15-second mechanic. All the while they are trying to be more new player-friendly.
Anyone who says Nozdormu is a fine card is a liar. Fine and fair cards have never seen play outside of theory-crafting within the first few weeks of expansion, and as someone who runs this card on all of their odd decks, I haven't seen a single soul play this card. Standard is already a clown fiesta, and besides, there is no dragon synergy in Standard, so there is absolutely zero incentive to play this garbage-ass fucking card.
Make it 5 mana 7/7 or 8/8 or 6/8. Anything! If they are going to leave Nozdormu at 7 mana, it desperately needs a taunt. Stat boost can only get you so far. Look at Dred! Who the fuck, in the history of Hearthstone ever, have you seen play Swamp King Dred? I know one person who did (certainly not me, don't look at me like that!).
But it's not supposed to be anything more than a fine card that's the point, the fully intended that not a soul play this card in ranked modes.
You have no idea how massive the community outrage would be (rightfully so) if this card was meta. No taunt or 5 mana for the big boy sorry. 6 mana I'm fine with it.
It's a card made for games vs friends, and to stop you from asking a new game mode with quick rope on the forums.
I imagine they could make it so Nozdormu players get a special matchmaking to find eachother.
I'm still really bummed they didn't come up with something more creative for new Nozdormu....
From a design perspective this needs to stop, period. Cards should always have a place, be it meme or serious play. Designing cards to make them see no play is lazy.
Yea, I thought right away Nozdormu should be 6 mana 8/8 as Tickatus. Or make Nozdormu 10 mana 1/1 and Start of the Game: Only your opponents turn last 15 seconds xD.
Or make him like this: "When your opponent takes more than 15 seconds to play his turn, summon Nozdormu from your hand" so there would be risk of keeping him in hand.

Nozdormu is a bad solution to a real problem.
A good solution would be to show a prompt at the start of the game to each player asking whether they want to play in the Blitz mode (15 secs turn), if both players agree then turns are 15 secs.
No need of putting a dogshit card in the deck and pray to match up with someone who did the same.
It's meant to see play in Casual mode when playing against friends, or at Fireside Gathering events etc I would imagine. I don't believe it was intended to be thrown into Standard lists in the hope you bump into another Noz player.
You guys are not going to believe what I'm about to say, so brace yourselves and open your minds to the timeless magic of Activision/Blizzard.
Nozdormu, the Eternal, might actually be bugged. Yes, you've heard it correctly! Someone else actually might have run Nozdormu in their deck for some good fun in dumpster Diamond 10 wild rank. The worst part is that we'll never know! The game doesn't let you add recent opponents to your friends list if you close the game, and the Battletag doesn't show up anywhere. Clearly, they've spent all the time and energy on getting a new and uglier icon instead of implementing very difficult and useful components to the client, like befriending someone you've played with!
Please ignore my awful plays because I didn't understand what was going on. My opponent's name was also very bizarre. I couldn't concentrate on the game (excuses excuses).

It'd be totally different, but I wanted to see either:
"Discover a card you played on your last turn, re-play it."
"Add 4 cards you played this game to your hand."
"Set both player's mana to 5."
"Draw a card, play it."
There were so many other directions to take Nozdormu.
