I don't have any experience with Barista, but I've played a lot of Zoo and Handlock. Rafaam is great in both, makes games 10x more interesting. Pretty decent winrate too.
Zoo is better without Rafaam, he is total garbage.
Is he though? I don't play zoo, but I've just checked some stats and in every deck he's played he's in the top 5 cards by drawn winrate (and often he's the best).

Rafaam is a 7 mana card that often times you keep in your mulligan. It's insanely fun and makes some absolutely ridiculous matches. Just watch the final game of HCT for an example.
Depends on what you like to play. Personally, getting Classic cards is almost always a better option due to the fact that those cards do not rotate out, like those from expansions do. Unless they get HoE'd, they are almost always going to be able to be used.
Rafaam has ANY use only in Control Warrior matchup, where he boosts your chances of victory from 20% into like 30%... Bunch of random legendaries (often overpriced considering pure stats) is never good enough and that's why in most cases you should try to avoid playing Rafaam for any cost. But that means, in most matchups he'll be just dead card in your hand, so why would you keep him in your deck? At some point I've realized, that he's not worth it. It's much more efficient to just concede vs Control Warrior (you would probably lose anyway) and change Rafaam for something more useful in other matchups, like Leeroy.
Rafaam isn't very good in Zoo and for sure he won't work in any future control Warlock archetype, because it's terrible to lose all your control cards and trade them for random legendaries. If you can't beat opponent with your constructed set, then probably you'll lose anyway. I would call him waste of dust, like most Warlock's legendaries at this point... I've crafted him and I regret that.
Just crafted; so much fun and winning games. It’s not like HS is a really a ”competitive” game, and since fun > playing the same stuff over and over, this card has doubled its value in the short time I’ve played it.

if pre-nerf yogg-saron wasn't too much rng to be competitive, rafaam certainly isn't.

Have you ever used him or played zoo? It doesn't sound you have.
He's a great card, especially when you start to lose the board or go behind. Zoo can bring people down pretty fast but it can run out of steam if you get cleared and your opponent starts to build the board up.
He gives it a boost and I've found from around 150 or so games that the randomness of the Legendarias isn't as bad as you'd think. He's single handedly won me many games and is great fun. Sometimes having a fun deck that you enjoy is more important to some than a deck that squeezes out an extra 7 or 8% win rate.

I want to spend 1600 dust on a legendary, and these 2 are in my radar. Zoolock seems fun and strong, and I love warlock, BUT Barista is neutral.
The much less flashy thing to do is spend 800 on 2x Earth Elementals for shaman as those are the last class epics I’m missing that are useful

Zoo is a bad deck and barista doesn't seem play in any competitive decks.
I'd save your dust and fight the urge to craft 'just because you have dust'. Save it until a deck pops up that you actually want to play.
This is USUALLY the thing I do, but Zoo is in a decent spot and Rafaam seems vital for longer matchups. Plus it’s a fun deck.

I play Barista in control shaman, dragon paladin, and dragon warrior. It's always a win more card.
Rafaam can be that crazy comeback or just for fun since I'm going to lose card.
Both cards give me fun, depends on which type of "fun" is preferable to you.

I mean sure, there are some crazy highrolls that you can get, like Jan'alai, the Dragonhawk (yes, it's triggered by Warlock's hero power!), but in most cases you'll have bunch of Millhouse Manastorm or Zerek, Master Cloner or Commander Rhyssa...
