It was stated in Patch 13.0: Rastakhan Flavor Text. Guess it could be from anything. It could mean support by playing but it could also mean the thing from Twitch...
Golden Card Packs
We're not sure how to obtain this. The quest simply states "A golden gift for your support."
The patch notes might refer to the whole time for this expansion up until april in which also falls the 4th anniversary of hearthstone. That might indeed be a gift for that. Would make sense for the "support" part.
And golden packs apply the same rules as other packs.
So for who received other golden packs before and not opened a leg there is a descent chance to open one since we still in the first 10 golden packs.
Fairly certain this isn't the case. They should follow the same rules as classic packs. So if you haven't opened a classic legendary in a while there's a better chance of you getting a golden legendary.

I'd have to search for the Blue, however, this is wrong. (Infact I believe that it's the only time blizzard has openly commented on the existence of pity timers).
Regular rules and pitty timers don't apply to golden packs. However, there does seem to be a heavily weighted increase on the chances of legendaries as has been reported with past openings.

Then there is me with my 260 dust from both my pack openings.

The statement from Blizzard was still open to interpretation but it did imply a separate pity timer for golden packs. It was something along the lines of "golden and classic card packs have different IDs in the system", and in an earlier statement they said "pity timer is based on pack type ID".
Golden Card pack contains Classic cards. These packs use the new pack opening rulesregarding duplication protection, but will otherwise have an independent chance of containing Common, Rare, Epic, and Legendary cards unrelated to any special rules (such as a guaranteed Legendary within 10 packs) nor other Hearthstone Sets, including Classic.
Any updates on 2 golden packs?
In the patch notes from November 29 it was said, that Blizz is gonna give us 2 sexy packs for "our loaylty"
first time i'm hearing about this, have no idea
i feel like blizzard wouldn't say "sexy" in patch notes
Really? I must missed that info.
Missing lethal since February 2014.
That is not true as far as I can tell ,no evidence on this whatsoever .

Nice, would be great, but have my doubts that they just give it to everyone.
Also why you think it next week or next brawl?

Sadly i also think it will be only for people that spent bits on twitch. In my country you can't even farm bits from ads i don't know why :/

Probably a christmas-present.
Blizzard giving free golden packs.. I would be shocked
Okay, maybe they'll give two golden packs to those who have spent some cash. That's the "support".
