Well, its not better than Kobolds and Catacombs but i must say that is better than Witchwood and Boomsday. Who said that needs to be better than Kobolds. I think that this is the best expansion this year.

Compare the power level of Kobolds and Catacombs to Witchwood, for reference. Now we are at the end again, and we should get the new "KaC", and the next expansion will be a new Witchwood expansion where they reset the power.

It's you. This is a good set. I've seen maybe 3 straight up bad cards and that's it. Less OMG BROKENZ cards, but a lot of very solid ones.

There are a number of potentially strong cards, but quite a bit of "questionable" ones, and lots of filler. You are not really wrong about the power level of the cards compared to KnC.
But you ARE wrong when you talk about the "normal' power level of the last expansion.
Standard has only existed for less than three years. MSoG and KnC had lots of broken stuff, some (not all) of which was eventually nerfed. But you can't assume that this was intentional because they were the last sets before rotation. 2/2 doesn't make a consistent pattern. It was PROBABLY just a coincidence.
Blizzard is finally seeing the long game here and listening to its core playerbase by reducing the power level of this year's expansions to make next year's rotation fresher and less frustrating to play
Kobolds and Catacombs was the most overpowered Hearthstone set ever released, with the possible exception of Naxxramas. GvG and MSoG don't hold a candle (ha!) to it.
This year, Blizzard is trying to dial back power creep, so after rotation the game will be more diverse. This is a good thing, even if it makes the sets less exciting before rotation hits.

The problem is that the reset doesn't actually happen if you do it that way since the K&C expansion was still in effect for an additional year. If your strongest expansion is at the end of the year and the following year the first expansion is weak, you just end up with everyone still playing the same cards from last year. Which is exactly what happened.
So if they were to push Rumble to the same power level as K&C, it would mean Witchwood/Boomsday will NEVER see the light of day even after rotation and neither would the following two expansions. Hearthstone would literally be 1 good expansion and 2 bad ones.
Firstly, the expansions of last year were just too strong overall. I understand why given that they were still competing with the bad designs of Khara and Mean Streets. But we needed a real power drop. And to get that you need an entire YEAR of low power levels so that when rotation hits the ONLY cards remaining are all much weaker than before. Echo and Magnetic become MUCH more appetizing when they don't have to compete with Death Knights and Quests.
Rumble seems to be attempting to do two things:
1. Add to the power level ONLY when synced with last year's cards. Mages' hero power theme and elementals only looks interesting when linked with her DK. People are thinking of Spell hunter mostly thanks to the spellstone and weapons such as Candleshot. That sort of thing.
Doing this means you DO get a power boost, but a temporary one: once the rotation hits and all of the synergies fade away the decks end up incomplete and unstable. See what happened with highlander decks after Reno left (if you ignore the Priest DK later on).
2. Add new avenues for classes that are incomplete but interesting. Druid's hero damage ideal really isn't going to work, except MAYBE with it's DK (see #1 again), but it will if they get a good weapon or a way to pump their hero power later on (say.. next fall?)
Both of these concepts are good to have. It means we get new things to try out that can be enhanced later, old things that make the expansion interesting and enhance old cards, and a power level that actually RESETS once rotation hits.
So yes, it won't be as stand alone amazing as K&C. And that's a good thing.
I have a good news - it is just you. The expansion is interesting and looks fun. And, the best, it looks like the worst cards from game perspective (overpowered cards) are missing. It will be a great meta after rotation.
I blame MSoG. That expansion power level was too high, which then forced them to have insane follow up expansions like KotFT and K&C, or else the meta would be unchanged. This year, thankfully, they toned it down. This does mean that the meta has been relatively stale for the year, but the hope is that next year it'll be a much fresher meta.

I'm glad. Recruit is busted, especially with the way it breaks certain other rules. And I'll be glad when the cubes phase out.
Lol finally they did something "good" the last 3 exp (ww, boom, and ras) and now people complain about how is not busted.
