I faced earlier today like a game that was, at the 30 minute point, like at turn 18. We both roped every turn. I eventually conceded but not before wasting 30 minutes of the ropers time watching youtube and making my turns in the last 10 seconds

It's definitely happened to me before, but not to this extent. I would usually see matches back in Un'Goro where Quest Mages would play their Time Warp, and then rope the turn. Honestly, I don't think that's bad, just a little bit of BM just for fun. If people rope you, most of the time roping them back won't make them stop (See: Potential Trade War between America and China). I have developed a multitasking method, where I go and watch Twitch or do some schoolwork or something while playing the game, because (at least on Windows) the game pings you when it's your turn. All in all, Hearthstone doesn't require that much attention anyways, mainly because of the action log. And besides, you conceding just gives your opponent about 3 and a third gold for about 20 minutes of doing nothing? That's not the life I want.
I still think you should be able to scroll down in the log because sometimes you get a ridiculous combo and you can't even see what he played.

As soon as someone starts roping you like that, avoid emoting, flairing your hand, anything that might show you are upset. Just wait....they will get bored and start to play at a normal pace, 9 times out of 10. React and you'll be facing that shit till the end of the game.
Maybe we need something like what ranked chess has - a clock. Each game starts with both players having 10 total minutes. Use it however you want to. Want to rope for 10 minutes and lose next turn? Go ahead.

And you win or lose on a 50% win rate, then win or lose the next on the same 50% win rate to go absolutely nowhere, all the while needing to gain (minimum) 25 net stars EVERY month to hit legend, assuming you started at rank 5, even though there's really no difference in skill or capability from ranks 10 to legend
Definitely isn't a requirement to make HS a full time job to hit Legend each month, though
It's definitely a problem but there is no way to punish these people without punishing the entire community. I have mentioned it before, but Gwent's reward system would work wonders for Hearthstone, with the added benefit of helping with the cost of the game. For those who don't know, Gwent's reward system is similar to Hearthstone except your opponent can choose to send you a good game if they like. Receiving a good game from your opponent results in 5 gold or 5 dust. It's better to incentivize good sportsmanship than punish the bad.
I think a much worse problem is the majority of the community thinking that people spending time thinking about their turn before playing is wrong in a game that's supposed to be about strategy.

That happens about 1% of the games though. And most people who complain about this actually DO believe you're supposed to just make the most obvious play every turn, rather than actually trying. And no doubt these are the same people who come on these forums and call whatever deck they don't like "brainless".
How the hell can you claim a deck is brainless when the actual way you play the game is brainless?

I also rope Cubelocks but only in Casual and only after it is certain they're Cubelocks. You really shouldn't play Tier 1 meta decks in Casual mode...
I rope every warlock. The deck is too busted, want them to be as miserable as I am playing against them.

I mean that is kind of the nature of control games? I have had more then a few 40+ minute games playing fatigue warrior or control priest. It happens.

Maybe 'diminishing return' on the rope?
The first time the rope last for 30 seconds, the second time 20 seconds, then 10 second (not below).
Every time you spend a turn without roping, you get back 10 seconds to your rope pool.
