1/1 minions no abilities are useless, much better can kill a 1 health minion, draw cards or heal 2 life (armor).
Rogue will be a lot worse if the dagger have only 1 durability, but you can kill two 1 health minion using the hero power only one time is good tempo advantage, because of this rogue is good in arena.

I believe hero power value depends on the set and the meta, in a control environment paladin hero power is actually really good, even Warrior can't outvalue it in a fatigue race.

With Justicar the paladin hero power is not the worst anymore (compared to other hero power upgraded), because is easy for a lot of classes remove a 1/1 minion without spend resources, but 2 1/1 minions every turn the scenario changes.
In a vacuum, the Warrior hero power is the worst, but it has always had enough other options that have great synergy with it that most people wouldn't notice. The second worst is the Hunter power, for many of the same reasons as the Warrior power, but again, people usually wouldn't notice because it has good enough synergy with the general aggro options available.
I don't know many folks who wouldn't agree Warlocks have the best.

On the other hand, it's like having a 2 mana spell in your hand that reads: "Summon a 1/1 token and add a copy of this card to your hand." Theoretically, you always have a board even if you have no cards in hand. That's a reasonably good power, in certain spots. I think the Druid power is arguably worse.

The Druid Hero Power is definitely down there. I think its main problems are (a) that its focus is split between offense and defense, so it doesn't end up really great for anything, and (b) it has very low synergy potential. For every other class, the Hero Power forms a pretty integral part of how the class plays, but for the Druid, its Hero Power is just sort of there as a side note.

Personally I think that Shaman has the worst hero power. Not in terms of power, but the RNG design of it is not something I like. It doesn't make it broken, really, but the RNG makes things like Spirit Claws feel even more unfair.
Best is Hunter. Other classes play Sir Finley Mrrgglton to try to acquire steady shot.
Worst is everybody else. lol

This question has no meaning, hero powers are all good, they are not good alone although, all can be good with proper card combinations.

Worst: early game: Priest, mid game I'll go Rogue, late game: Warlock.

The best one is definitly Warlock.
All others are all depending on the meta and the support.
Warriors HP is/was very strong in Control Warrior with Shieldslam, the additional armor gain Justicar etc. etc. After the rotations it will be worse.
In General Shaman has the worst heropower. But with the totem synergy cards and the spellpowertotem + weapon it is very good in this meta.
