I have been thinking/saying that priest really needs a good way to trade its health in for value so it can more effectively use its hero power. This card does that nicely, its just a shame that its so Niche. A way to give it more HP would have been greatly appreciated

I think Blizzard thinks Aggro Shadow-Priest will be a thing and that's why they made this card. Super early game aggression. Not what people keep saying about "OH FINALLY HERO POWER TURN 2 IS GOOD." No, it's not. Turn 2 is vital and you don't want to spend it healing yourself, which is almost completely pointless anyway since health is merely a resource until late game. We DO have Velen's Chosen now, which hints that Spell Damage could be a viable mechanism in Priest finally. Priest has some serious face-damage spells -- Mind Blast & Holy Fire. Throw Spell Damage on that and you have a lot of damage potential. You'll see this card in Shadowform + Velen's Chosen + Prophet Velen + Mind Blast + Malygos (maybe?) decks.

The main thing priest needs to make spell damage worth it is TBH... well... more damage spells! compare priests few spells that are actually effected by spell damage with shaman for example. Lightning Bolt, Lightning Storm, Forked Lightning, Lava Burst and now the newly released Crackle. All low mana cost spells that can easilly be comboed with spell damage minions for significant damage bonuses. Untill priests get more cheap damage spells I dont value spell damage that highly in priest
Fair point! That is why I said it'll be in a Prophet Velen deck and may even require Malygos -- those Mind Blasts will need to be 2 mana Pyroblasts if spell-damage Priest is to work at all. I don't think it's viable yet and I agree with you, but Blizzard thinks it is and that's why this card was made. The one thing to note about Priest is that their spells in general are cheaply costed. 1 mana = ~2.5 Damage if you average it out, which is as good as Mage. Cheap damage makes late-game Prophet Velen or Malygos plays possible, since you'll still have some mana left over to make some damage happen.
Holding onto this wouldn't be a bad thing for some facemelt priest action. Problem with that is vs any other priest or warrior its game over. The class doesn't have the card draw for any kind of face melt. Maybe with Jeeves its more attainable, but then you need to figure that Jeeves wont be lasting long.. ever..
I see this as a card you put in your deck If you are having a hard time doing the last few points of damage threw turn after turn of late game taunts. That said, I haven't had that problem often enough in the current meta to make it worth it.
It even shittier when you consider that Light of the Naaru + Auchenai Soulpriest can give you the same effect. You can also use it as removal too, and the body you get is better.

10 cards and 18 mana for 26 damage. You're going to want some draw to get what you want, some minions (I would go with taunts and chargers) to trade, and at least 10 more face damage so you can get through healing/armor. Sounds possible.
While I like the way you are going with this deck I have 4 main issues with it.
I wouldn't take Unstable Ghoul in this deck. Often you won't be able to play it with Bluegill Warrior, Leper Gnome, Argent Commander, Shadowbomber and Bloodmage Thalnos. (So it has bad synergies with nearly 1/3 of the deck) Another issue I see is that you have nothing for card draw in it. I doubt that you would have enough steam left after the early game to make the killing blow.
Vol'Jin looks nice but since this should be a very aggressive deck wouldn't be Loatheb or Leeroy be more fitting?
I would take the basic- daz'dingo troll over Arcane Nullifier.. +1Attack kills of a lot of minions. Of course the spell-immunity can help but most of the times this taunt gets silenced (which is usually through owl) or just traded off. (in both cases the troll is better than the nullifier)
Last but not least, I think this deck might run out of steam before being able to take the killing blow. There is nothing for card draw and no cards for massive early face damage or for extremly good trades.
hey some theorys about this card:
1. add Shadowbomber a small / mid buffs as Power Word: Shield ( become 2/3) or Velen's Chosen ( 4/5) which is decent card for the total mana cost. (examples for buffs)
2. as finisher if your oppoment has 3 health and there are some tounts on the way or your board is clear you can put it and finish the game.
3. acting simmilar to Flame Imp but hit your oppoment hero.
4. Shadowbomber + Light of the Naaru + hero spell if can so on board you will have 2/1 + 3/2 Lightwarden. or Shadowbomber + Earthen Ring Farseer or Shadowbomber + Lightwell.
so there is some ways (ofc not all) I think should play with this card.

I threw together a quick possible deck. I'm still debating a few points but it is a solid start.

I was debating Unstable ghoul myself, It has been replaced
There was already 3 card draws in the deck, but I could see that not being enough. Added a loot hoarder to make sure.
I can see both ways on the taunt, it is something that will need to be experimented with if somebody actually builds the deck
I added vol'jin as a semi-removal and because it has solid attack. Experimentation would be required to figure out if it does fit.
I think we need more cards to get a shadow priest going
