Captain Greenskin - Which weapon are you going to buff? The regular one? That looks really weak to me, and you already have enough pirates. I would replace him with a second Fan of Knives.
Ticket Scalper - Ofently useless if you can't attack with him the turn he's played. You should include Serrated Tooth for more reactivity.
A big rogue deck would consist of silver vanguards, plenty 8 drops, and DR activators.....this is...a bad hooktusk deck with a couple big beasts sprinkled in.
I think trying to have a beast rogue deck is pretty flawed as a concept, since rogue doesn't synergize with beasts at all.
You have tons of expensive cards and no real way to control your opponent or stay alive with heals or armor gain. I'd cut some high mana cost cards for more low mana cost pirates.
You really want to take advantage of the fact that Rogues have some of the best weapons in the game and include 2 weapon cards in there.
Not including Vanish is a big mistake, top decks like to flood the board with minions, also something that silences if a must include too for rogue!
I love making my own decks in Hearthstone, and I keep playing them even if I lose tons to fine tune them and make them work! Having said that, you have to learn when a concept just isn't working and strip it down to a more pure form of a deck and what that deck hopes to accomplish.

I really enjoyed Mill Rogue too as it feels like a dirty trick to make you over draw your cards and fluster you so you can't get going. Pirate rogue is fun, but the synergies aren't strong enough to be a top teir deck. I have a deathrattle rogue deck in standard that just beats ass, even against top teir net decks.

Completely wrong and i'm offended you would think so little of me lol. I have created decks at the beginning of expansions that caught on to become popular meta defining decks. The devs have an idea what they want players to do when they print these cards, and it's up to the players to put these puzzle pieces together to make something really good. I saw the deck you made in the other thread about warrior decks, it was the most uninspired, uncreative, vapid deck I have ever seen. I give credit to this kid for making some kinda fun beat pirate deck, but that thing you threw together was completely dull and I'd never play it. To each their own I guess.

Fal'dorei Strider - Good card but kinda slow in a deck that is not drawing that much (or drawing with tutoring cards like Elven Minstrel and Cursed Castaway).
Vilespine Slayer - Your deck is a bit heavy to get a reliable use of his effect. Walk the Plank would probably be better.
Charged Devilsaur - I think Amani War Bear and Oondasta are already doing a decent work there, Maybe add a second Witchwood Grizzly?
Possible improvements :
Cannon Barrage - Hey, it's a pirate deck, right? But would need Preparation to be more reliable...
Gral, the Shark - I dunno, worth the try, i guess...
Raiding Party - Could tutor your pirates and weapons draws if you add Serrated Tooth.
