2. It shuffles 2 albatrosses into both decks.
3. The Albatrosses get turned into paladin spells or some way that still disrupts highlander, but not spell mage/pure paladin
4. The tokens get battlecry; draw a card.
I don't think they'll turn it into "shuffle 1 bird" because that doesn't disrupt the highlander strat, which is something that people still value, unless you play both birds.
All of these address different problems. 1 solves the problem that a tech card has very solid stats for a tech card (see also; Spellbreaker). 2 makes you sacrifice more to play the Albatross, and also makes it so you can't run him in a highlander deck. 3 is obvious. 4 addresses the problem that it dilutes your deck with very useless tokens.
It's a tech card, it HAS to disrupt highlander / pure decks, because it's the sole reason the card exists. Anything diminishing that effect too much breaks the card and leaves highlander decks unchecked.
They will probably make it just more unattractive against non-highlander decks. That probably means either 3 mana 3/2 or 4 mana 4/3, so it's not an auto-include anymore.
The only other way I can see is changing its effect to deathrattle (or battlecry and deathrattle) to give some form of counterplay via silence.
Highlander decks don't need a counter. their card quality is the tradeoff. that an overstated minion gets spammed into every deck and destroys them isn't "interactive" and the effect on pure paladin and spell mage screams a lack of design foresight.
hopefully 6 or 5 mana same stat line. ruining 2 of your opponents draws is an amazing effect anyway.
It will shuffle one would be good. The fact you can only have one of each card in your deck is so huge a trade off you do not have to counter Highlander.

Changes both token name or your typical blizzard nerf just make it cost 1 more mana.
