I'd guess you already have Lord Jaraxxus, since you didn't mention him, so then next I'd go for Ragnaros the Firelord if you like aggressive, Ysera if you're more of a control freak
I'm not sure if you have either of them, but in my opinion the two best legendaries right now are bloodmage thalnos and sylvanas windrunner. These both fit extremely well with your favorite classes- shaman and warlock. The fact is that most games are going to be ending by turn 8 or 9 anyways, and ragnaros and ysera are starting to become irrelevant as the meta has shifted to many aggro-type decks- especially aggro warlock, paladin, mage, and rogue. While rag and ysera are pretty awesome and definitely the best high drop legendaries, they don't really help you win the board in the opening turns of the game (okay, I have to admit that this isn't 100% true, I have definitely been able to finish people off with ragnaros in the past). Sylvanas is an insane card not only because her stats are really solid, but it forces the opponent to make hard decisions and use removal or minions to get rid of her. Because of her deathrattle, she can turn games around with certain combos and even be a 3 for 1, swinging a game around that you were previously losing-here is a great example of a ridiculous sylvanas play that happens about 2 minutes in (she combos amazingly well with shadowflame and power overwhelming on warlock because you can force her to die when she comes into play):
Dropping sylvanas when you have board control can be devastating- she commands immediate attention from the opponent, and may force them to burn cards like hex, fireball, explosive shot, polymorph, etc when they might have wanted to play a higher cost minion instead on turn 5 or 6, letting you further snowball the game by playing other minions from your hand on the next turn.
Bloodmage thalnos, on the other hand, may seem like a measly 1/1 for 2 with two abilities, but the thing that people don't understand about thalnos is that he is not meant to be played on turn 2, he is simply not durable enough (I usually mulligan thalnos if I get him in my opening hand). Rather, Thalnos is meant to be combo'd in later turns with your mortal coil that you need to do 2 damage instead of 1, your lightning storm that you need a guranteed 3-4 damage out of instead of 2-3, etc. Not only does he give you that extra spell damage for cheap, but his death rattle helps you to gain card advantage as well as this board advantage. He is all about utility, and he is an amazing card that is very underrated by many players right now. He works incredibly well in mage, warlock, and shaman, and really any deck that utilizes spell damage to control the board.
Hope this helps- by the way, do not craft al'akir, he is like a glorified taz dingo for 8 mana- definitely not worth it.
By the way, just noticed that you had thalnos- I'm leaving this bit in here just so other people can see it.
^ completely disagree that jaraxxus is a "must" when playing warlock- warlock has so many great 1 drops (voidwalker, blood imp, flame imp) that it loans itself to a more aggro style deck using cards like knife juggler instead of banking on a 9 drop to win the game. The fact is that jaraxxus is a very situational card- not only should you not play him unless you are well below 15 health, but he isnt that good when he comes into play either- he lets you do 3 damage for 9 on that turn. And if you think about it, the next turn he only lets you do another 3 damage- the 6/6 infernal doesn't come into play until 2 turns after he is cast, if you were losing the game when you played jaraxxus, chances are you are going to be dead by the time that you even get to use that infernal. Many of the top 50 players aren't running anything over a 6 drop anymore- it is just too slow to be competitive in constructed.
if you play Shaman, I'm sure that you could fit Ragnaros in there if you are playing control and he's great in a lot of decks as a neutral. And you say that you play Shaman so Al'kir isn't a bad choice either. But since he's Shaman only, I would craft the Rags if I were you first.

Alright, just for the fun of it I'll post my resoning why I think Jaraxxus sucks compared to elexstrasza, again. Here we go:
When you play Alexstrasza, you have the option of either INCREASING your own hp or DECREASING your opponents hp (considering you play her at the right time. I know tehre are scenarios in which neither one of the two works, but same would go for Jaraxxus, you usually dont want to play it when your hp is considerably higher than 15). Jaraxxus on the other hand only has the option of increasing your own hp, which also comes with a drawback of you not being able to heal urself up to more than 15 health. So the versatility point clearly goes to alexstrasza here.
Now lets look at tempo. Alexstrasza immediatly puts a huge 8/8 threat on the board, so What does Jaraxxus give us? Not much except for a 3 DMG weapon to hit with, which in lategame really doesnt do that much anymore and will also make you loose your preacious health, which as e know is now limited to 15. Against decks like miracle rogue, combo druid or certain mage decks, 15 is already an uncomfortable amount of health to be at, hitting one of their minions with your weapon would only play in their hands. Jaraxxus really only starts paying off one turn after you play him when you can start summoning a 6/6 for 2 which will gain you a lot of tempo (because you spend your mana very efficiently compared to what you put on the board), but keep in mind that you 6/6 wont even be able to attack right away, so really Jaraxxus actually kicks in on turn 10 or 11 (depending on wether you used the coin to get him out or not). So the tempo point goes to Alexstrasza aswell.
Now all of this was for Warlock only, but just for a second lets take this into consideration: The OP asked for a good legendary to craft and even IF Jaraxxus would be a good legendary to raft, hes only usable in Warlock where as Alexstrasza is a neutral legendary. So the usability point goes, once again, to alexstrasza.

To be fair though I should also mention that Alexstrasza has the obvious drawback of being a target for BGH, but I feel that not too relevant since the current meta still seems to be dominated by more aggressive and midrange decks and I havent seen BGH outside of arena for a few days now. Also Jaraxxus can be countered by sacrificial pact :Kappa:
I agree Alex is better than Jaraxxus, I just think you still need him for Handlock, Alextrasza is also a must to. You need them both.

I crafted Thalnos first, regretted it for a long time until I was able to craft Leeroy. Leeroy is an integral part of so many finishers, while Thalnos (though being a key cycle and spell dmg card) just doesn't hold the same value for players with minimal cards to choose from.
Bloodmage Thalnos has such a small and subtle effect, but he is pure efficiency that fits in everywhere. He doesn't smack your opponent into next year, but he will tilt all your games slightly toward victory in his own under-appreciated way. I crafted Cenarius first, who is a solid 9 drop, but not a real haymaker, then Leeroy Jenkins, who does his share of winning games. Ragnaros the Firelord is a card, but he's better in decks that have more than one target for Big Game Hunter imo.
