There will be a soft meta where everyone wants to play with their new toys tomorrow and test out the new weapons, but I think after a week or so and the meta stabilizes most the weapons are not good enough to see play.
Just like The Black Knight was great for a few days when TFT was released to counter Lich King, Harrison and Oozes should be good for the next few days to counter the weapons.
It's hard to say how the meta will shape up, but after that Harrison will probably be too slow except in very low ranks.
When you do not need the dust, just keep him. Best case, he turns out to be really useful. Or, what I consider to be more likely, you will have a blast with him the first two weeks into the expansion, after that he will return to be a nice to have tech.
Ooze is just better most of the time. Also the legendary weapons are not realy countered by weapon removal so its propably not worth it to tech against.
Maybe if some weapon based deck becomes S-tier but thats unlikely atm. but who knows.
