Small-Time Buccaneer makes Twilight Whelp sad. That early, 3/2 is just the better stat line. However, it will be harder to activate because there's generally less weapons in a given deck than there are dragons in a dragon deck. And while it seems like a warrior 'always' has that Fiery Win Axe and that shaman 'always' has the Spirit Claws, the fact is there's only 2 of them in the deck. Without them or other early game weapons, this guy is not only weak he's downright bad.
I'm going to vote playable but there's a good chance he'll not see play in constructed.
On the one hand, it's a giant mana addict, and that never saw play. On the other hand 6 health is really, really hard to kill when stealthed, even with all these 5 damage AoEs. This might be a good tech for when Priest is popular as a miracle rogue player (assuming your not playing the malygos version). This and Burgly Bully have 6 health to resist AoE and you can order your turn so that this will have 4 attack to make things awkward for the priest. Not the best but I'll take it

This little guy, (and Patches, obviously), will be damn good in Pirate Warrior. Would Southsea Captain then be good enough? Probably not, but I'll have fun trying to refine the perfect SMOrc. With a good draw; PW ought to eat Jade Golem decks alive.
In my opinion, this card is decent, don't know if it's very good though.
As I see it, comparing it to cogmaster is wrong, I mean, a 3/2 for 1 mana is phenomenal, don't get me wrong, but the condition is strictly worse.
When you saw cogmaster coming on turn one, you knew that some annoying mech you absolutely must deal with was coming up, otherwise you'd face a shredder on turn 3, right?
With the buccaneer, you don't get to develop the board which is a HUGE tempo loss, and I think this is where the card falls (you can get Patches, but come on, it's not even close to mechwarper).
The criteria is easily met in some classes (rogue, warrior) while in other classes it's unplayable since they don't have weapons at all.
I think it will fit in aggro warrior, but that's about it. Maybe I'm wrong, but only time will tell xD
It would have broken if the effect was '+2 attack while controlling a pirate' but Patches exists, so they can't really do that...
I must say that Rogue finally got a decent one drop this expansion (who would say it would be neutral :P), you can actually get an edge against aggro now.
I think this is a new Rogue staple, expect to see it in all kinds of rogue deck until it rotates out. Give Rogue a great answer to Tunnel Trog, Mana Wyrm, Totem Golen and any 1-2 drops really.

1/3 would be pushing it way to far, a 1/2 body is fair and balanced IMO
REALLY good in Tempo Rogue. Also gives you that last bit of push to justify playing Patches, the Pirate in Tempo Rogue.
