Everyone isn't thinking about The Boogeymonster for longer than 5 seconds. It is by far not the worst legendary ever, and if you think about it a bit longer it isn't even bad. It is just too slow.
True, even as a seven cost it would be dangerously powerful. They really don't want another Dr. Boom on their hands.
I think they created it for trolling f2p players. I got 5legendaries from packs since WotOG and guess which ones? Let me tell you. 4 fucking Boogeymonster and 1 Zerus. After 4th Boogeymonster i build shaman deck with windfury and windspeakers. Then stopped playing contructed. (I was thinking about Yogsaron decks before that, but i saw how much rng god hates me)

Don't touch Yogg. It's clear that RNG utterly HATES you. If you drop a Yogg, it'll probably create a 1 in a lifetime bug that changes all of your cards into corrupted Nat Pagels while deleting your System files.
The first and only time i played Millhouse, a combo druid combo me on turn 1....because i coined him in...he's got my vote.....lol. Just imagine mage with pyro, fireballs, frostbolts and any other damage spell. Wouldn't boogeymonster stats and value get better, the longer he is out.
It is true that The Boogeymonster will grow the longer it is on the board. But at turn 8, the boogeymonster will not stay long. For 8 mana he is a shockingly pathetic tempo card and will likely get removed without problems. 8 mana 6/7. Stats like a vanilla 6-drop Boulderfist Ogre but 2 mana more expensive. Does nothing when he gets out and his effect does only trigger when he attacks. Even zoo can simply trade his all 1/1s into the boogeymonster without triggering his effect. In a topdeck war, I'd take boogeymonster, that's true. But if you force me at the beginning of the game to choose one of them, I take Millhouse Manastorm and the chance for a really strong turn 2 (and simultanously the risk of a disaster as well).
It's possible that this wasn't the card's original design, but the original design was OP so they had to completely gut it since they didn't have time to remake the card.
Just a hypothesis, I know.
is a pretty bad hypothesis when you take in account a 4 mana 7/7 exists

Someone pointed out to me that it's not COMPLETELY awful if you give it Windfury with Windspeaker or Windfury spell. (or Enhance-o Mechano I guess.)

The The Boogeymonster as a 'Character' is supposed to be scary, but the only thing scary about it is the chance of opening it from a pack.

Majordomo is a lot worse
I honestly believe they did it to nerf the mandatory pity timer. There is no logical reason for it to exist, other than to be made into dust.
