I beat some douche bag rope paladin just today. He does Blessing of Kings on his Sludge Belcher, but is too stupid to check which trap I have up - Freezing Trap, what a knob. And I'm playing a shitty tempo hunter at rank 19.

How about they give us a dedicated option to report these losers, along with a clip of the video showing what they are doing? That would at least be a start and definitely something they could do.
It doesn't have to be an automated system that completely prevents this behavior - just some way of punishing it.
As a side note, they could also do with a way to report people with offensive names (stuff that would get you banned from the hearthstone forums, for instance). I can't tell you how much I really don't want (or need) to see some of the names that I've seen so far... Some people are just sick.
Your analogy still doesn't really work, as there are no consequences for roping in Hearthstone like there are with regards to traffic laws. If the HS team viewed roping as a serious problem they'd do something about it... Eventually.
People have 75 seconds to play their turn. Open something else while you wait for them to finish. What everyone with this complaint seems to forget is that there are 0 rules against doing whatever you want with your turn timer. The game needs to account for the fact that there can actually be complex turn 1s, and it also can't give away any information by giving your opponent less time when they don't have turn 1 options. And it is seriously barely over a minute of your life, I don't know why people get so upset. Find an article to read while you play or something. I have over 10k game wins and I have never gotten upset over my opponent's time usage.

I'm sorry but no. The benefit of the doubt only reaches so far and if you are going to name yourself something like "Ropemaster" and then proceed to rope the person you are playing with (on every turn of that game btw) then that just falls into the realm of gross naivete, to assume it isn't intentional and malicious.
