Either it is a bug when the opponent hand is full unable to cast the spell, or the word use is wrong should be changed to cast when in hand not when drawn.
You do not draw a card so this card is not a insta-kill when it is your only card left. compare it to Scroll of Wonder there is a draw a card on that card not like corrupted blood so you can actually use it to reduce fatigue damage if you are above 3 damage. it is not powerful in the you think it is.
Wrong. It actually draws a card, it is only hidden behind a "Casts when drawn" keyword. You draw it, get 3 damage, draw your normal card and then it reshuffles x2, so you will take also fatigue damage when it will be your last card in a deck.
I am curious how that keyword "Casts when drawn" would suggest you draw a new card? I know you are right, since the wording in, for example, a Nerubian Ambush is similar, but Blizzard should make this more clear imo.
On a sidenote, you can evade these cards' effects when you have a full hand. That might be a, although tough to accomplish, work-around ;)
In my understanding, this spell will auto-cast when drawn, instead of going to your hand.

That's funny because Scroll of Wonder still only says "Casts when drawn" and "Cast a random spell" but you do draw another card... Maybe because the text in bold is actually more meaningful than just the words and you need to give it the meaning the game gives it.
nice

Bug, when the card is drawn and full it burnt the card first instead of deal 2 dmg.

No, that's what it used to say.
