So, first of all, change the "was" to "is", since (I'm assuming) it will trigger immediately when it's drawn.
On balance. Would you play a 2 mana minion that half the time is a 3/1 beast with charge and draws you a 5 mana 6/5 and the other half is a 2 mana 1/1. It's an intersting question, and i think just becaue it whiffs half the time, it's probably OK balance-wise.
I don't like the second version since summoning a free random pirate on turn 2 is pretty strong

Dunno who Ed Shivers is, but I really like the first one :). Just make it more consistent. ''When this is in your hand, give your Captain's Parrot +2 Attack and Charge'' Then it won't rely on being summoned by them only.

As for who Ed Shivers is, the artwork is from Pirates, Vikings, and Knights 2 where there is a Captain class that throws his pet Parrot as one of his main attacks, while the name comes from Timesplitters: Future Perfect character Captain Ed Shivers.

The point of Ed Shivers is to try and make Captain's Parrot somewhat viable. Besides, it makes drawing Captain's Parrot off of a Webspinner less of a punishment.

The two worst legendaries clash to see who is the true scrublord!
Much like the Nefarian vs. Ragnaros brawl, but instead of you getting massively powerful cards and heroes, they are far, FAR inferior.
Hemet would use a Beast Hunter deck, while Millhouse would use a Spellpower Mage deck without Archmage Antonidas or Malygos.
The Decks would look something around the lines of this, not including any special cards like Golemagg:
