Mediocre. Dragon Priest isn't a good deck whatsoever. In order to make it playable, it needed something truly insane to incentivize you to play Dragons (lol) and Priest (lololol). And honestly this isn't remotely strong enough to make Dragon Priest a good deck. In other words, it won't see constructed play.
Compare this to Alexstrasza's Champion and it's night and day. Worst case scenario, this is a 1/4 for 2-- literally game-losing. The Warrior card ia a 2/3 for 2, which is ehh but not immediately game-losing. When the Warrior card triggers, the other one is a flexible removal and solid board presence that is valuable against both control and aggro. When this guy triggers, it's a 2/4 for 2 taunt, which is great when curved out against aggro (but you often won't have a Dragon in your starting hand) and unequivocally bad against control.
You know I do think this card would be pretty neat if it was a 2/3 that gained +1 health, and not a 1/4 that gained +1 attack. Oh well.

As one of probably many people who suggested exactly this type of rewards, I'm ecstatic that Blizzard is taking correct steps to fix ranked play.

Not as good as Lord Jaraxxus or Mal'Ganis. Warlock already has 2 good legendaries so it's about time they get a mediocre one.

Difference in wording leads me to believe that unlike Bolvar Fordragon using Hero Power without holding this card would trigger its ability when drawn later.

Blizzard does not need to give players anything. Sure they could throw some packs, golds, dusts, cards or card backs at us but none of those incentives should be necessary. What they need is a ladder system that works as good as any other game's decent ladders (Hell, they could just copy-paste any of starcraft/diablo/warcraft ladder system and it would be a much better one). Playing ladder should be rewarding in and of itself, not after a reward at the end of tunnel. Ladder should not be a dentist visit where you are forced to suffer through; it should be a Disneyland where you experience fun and joy.
With release of mobile version, Blizzard may finally be pressured to fix their rank system. One of the problems is that it gives some new players horrific experience in both ranked and "casual" mode which could drive away potential player base, and Blizzard would certainly want to avoid it.

It doesn't get buffed if there's Starving Buzzard in play.
Starving Buzzard's draw seems to occur before battlecry. This interaction is consistent with what happens when you use Ironbeak Owl on your own Starving Buzzard which still draws you a card.

Do we know for sure Highlord Omokk, General Drakkisath, and Rend Blackhand will appear in that order? That would be quite strange given that General Drakkisath was the final boss of the Upper Blackrock Spire.
