I think Paladin will shine next expansion. They got a decent set of control tools with Librams. Value and a great tempo card with the Pure Paladin cards. Now they need just one or two cards that do crazy thinks like Togwaggle or Galakrond in some classes.
I beat a Demon Hunter turn 3, Nice deck. Going second is broken in that game mode and reinforces my thought of making the coin a one-use second hero power so it is neither a spell or even a card.
Yeah, I understand why people would play Demon Hunter so much. He's new. Lore heavy, and has strong cards. Also a player since WotOG, and I often find myself between a meta deck and something i genuinely enjoy playing. So far I like Spell Token Druid and Spell Damage Tempo Mage

Only day two, yes, But the general consensus is that DH is really strong. For me it's really skewing the day-one new expansion feel for all the other classes. 20/20 hindsight says they should have released Illidan when they released the Prologue solo adventure to let everyone get their excitement out then with the Initiate set and experiment with whatever day one of the expansion. Now it's play Demon Hunter or die.

In my eyes, the basic set is for introductory purposes mainly and to help keep class identity in tact. It looks like you're trying to change the entire power curve of the game. Every good minion has stats equal to 2 X (mana cost) + 1. (Nightmare Amalgam has 7 total stats for 3 mana) (Boulderfist Ogre has 13 stats for 6 mana)
Now I only skimmed through the first few Neutral cards you suggested changes to and I have to disagree on many of the changes I saw.
One is Bloodfen Raptor that you'd like to make a 3/3 for 2 mana. With the Beast tribe tag. This would be playable in even some of the most broken of metas. This takes Booty Bay Bookie (2 mana 3/3 give opponent a coin) and buffs her twice!
The other one that stuck out was making the Grizzly "evasive" (can't be targeted . . .) In what world does a Grizzly have a Magic shield? It sure as heck isn't small enough to dodge a Fireball!
On the other hand, I did like a couple changes. One is Silverback getting 5 Health. Another is . . . Well I can't find one at a glance. I'm on mobile and tight on time. Hopefully what I said makes sense!
I could stand to see Leeroy go, but I understand a few reasons why he should stay. Mind Control Tech seems like a top candidate to me. Other than those, maybe more light-handed nerfs like Shaman recently saw.

Either way, you still get Penance cheaper than Priest with Eye Beam.

The nerfs are only server side for now. I'd check tomorrow.

This is on the same levels of Bomb Warrior when it was released, now where are the bombs? Demon Hunter will be tier 2 at best come May.
