In all honesty, that is a ridiculous statement. First of all this game allows you to get all the cards for free and even if you do pay for your cards, you will probably spend a 1/4 of what you would spend for a mtg or yugioh deck, my buddy has a mtg deck that ran $500 and I had one that ran $300. For heath stone I can make pretty much every deck archetype and I have spent maybe $200 over the year (less than $20 a month) this game has been released and this includes the adventures. That is a fairly cheap investment for a card game. Idk if you have a background in other TCG's but the availability of this game is amazing. You have to look at this game as an investment and put a little into it.

Since they can't provide a situation where you can basically have all of the cards and play to your hearts content, they would have to seriously limit where you can 'test' the deck: basically with innkeeper AIs. Since that offers NO real way to tell how your deck will perform, this would effectively be useless.
The best way to know what cards to make is to use the experiences of others who have the cards and can tell you just how they handle in the field. Those already exist in many MANY *MANY* formats. As such you have no reason to have to be in the dark about any possible cards you wish to craft or how to use them.
None of that requires you to 'test' the cards yourself.
We already have great deckbuilders and deck guides for things like this, and to get all the cards is much less expensive that almost any other TCG, because you can get them all for free if you want to, so why haven't they all flopped due to a lack of deck testing facilities? We even have the ability to see all the cards currently in the game in the client itself, so you can search for a card that'll improve your deck without having to go online.
The only other card game I can think of that comes close is PTCGO, where you can also get all the cards for free, and Hearthstone is just much more streamlined - a lot of the improvements to PTCGO bring it more in line with Hearthstone, even!

That is why you are able to save up to three quests. So you need to play twice a week, sometimes three times and when you play that little you need to ask yourself how much you want out of the game that you barely play and where you pay nothing.

To get the full content out of the game, you need to spend a lot of Money though. Only being F2P you either gotta be super skilled at arena/very Lucky in packs or with only a Little content for a very long time. I am not F2P, but many of my friends stopped playing HS because it took so long time and grinding with fast decks before just getting 1 out og 3-4 legendaries for a standard competitive deck. I wish HS had a way to pay, where you would pay an amount of what a normal PC game cost and then unlock most Cards/all Cards. But I guess Blizzard earns more Money this way. Just my 2cents.

To test a deck simply make it and play it on the ladder.
if youre new to the game, dont try making your own decks: simply copy strong meta decks that good players post and start with that. As a newcomer you dont have the knownledge to create your own decks yet(at least not decks worth of ladder climbing), you still need to learn about the game and understand it (probably get to legend with different classes or something first).
if youre unsure if the deck is strong or not, simply check the date and the legendary rank that player achieved, if he posted no legendary rank, that deck should not be accounted. Note that most top upvoted decks here are weak decks, be careful!

You don't deserve to play for free. The entitlement of some of you children is mind-blowing. You're lucky you even have the OPTION of grinding. Hearthstone was free to start, so saying you could have bought another game with the money you spent on 40 packs is irrelevant. You enjoy the game, Blizzard deserves to get paid for it, you paid for it.

I am 25 so hardly a child. I proposed a solution where you could buy the Whole game as any other PC game. But as soon as someone propose something else without whining or hating on blizzard, then people like you just can't stop with the judgemental insults.

You can always make paper proxies of the cards, or use a program like cockatrice.

It's fun, but you have to Invest a small amount of Money in it, unless you have absolutely nothing else to do. 1 daily a day is just not enough.

just play with basic cards and work your way up? you don't need a 20k wallet warrior deck to start playing HS
