No one can tell on the first days of an expansion which legendary is a safe option. If you really like a legendary and it fits your playstyle craft it and use it man, you're not gonna regret it if you have fun with it
I'd say Blastmaster Boom. Bomb Warrior looks like the real deal, if only because of the numerous builds you can do with it (variations on Midrange and Control).
Paladin- Overrated currently. The HoF gutted any potential for Secret Pally to clench top tier, though maybe it gets higher up there because less skilled players find success with decks that just spam things to the board. I won't even discuss Dragon Pally... MAYBE
Druid- Token, Token, Token. Will it be good? Who knows. Token Druid is always a staple at the start of an expansion because it is generally the easiest to play and requires a lot of classic backing which is budget. I expect some kind of heal/token mix to stick around and be pretty good. WATCH THIS CLASS
Warrior- I'm all aboard the hype train for Bomb Warrior, but I'm definitely hesitant to think it will stay good. My most successful version is just a good ol' fashion aggro deck with curve that contains the bomb package. This is a big maybe, but as I've said on other threads: Bomb Warrior will be the deck that shapes the meta. This is not because it will be top tier, but because so many people will try it that its counters will be the tier list. WATCH THIS CLASS
Mage- Disguised Toast made this banger of a control/combo Mage deck that utilizes double summons on the Rag proc from Jana'lai. I would definitely pay attention to this deck in particular. Otherwise, I have absolutely no clue how sticky the "Big Summon Mage" is going to be. Will either be great or terrible. WATCH THIS CLASS
Hunter- Nothing too impressive day 1. Some popular streamers have made Control Mech Hunter though I feel it is likely a meme. The deep Control Hunter seems excellent, but once again it depends how the meta shapes out. I got absolutely wrecked by a Jepetto Combo Hunter with Maly and Veressa. NEW MALY POTENTIAL
Shaman- Murlocs. I'll let someone else explain the success/failure of this high-roll contest. MAYBE
Priest- I played around a bit with Silence Priest on ranked and got my a$$ handed to me. This is a fairly cheap deck to play, but likely not the tops. It's biggest problem is the amount of steam you have to pump into making the synergies work. If you top deck like a god you will snowball with massive minions. If you don't...you'll be waiting for a silence card. No idea on Muerta/revive deck. Priest usually finds a way when the revive/combo game gets explored. LATE META DOMINANT USUALLY IF AT ALL

However, I think it is pretty safe to say some type of control from Warrior and Mage will be good, and some type of aggro/tempo from Druid and Rogue will be good. Rogue also has the capacity to, again, be one of those fun meme decks that is competitively viable in the way it was with the last meta.

I've made my vote, but the BEST LEGENDARY TO CRAFT now (maybe not from RoS) is Whizbang the Wonderful - I made more than 10 wins with 2-3 loses, from 15 to 10, 3 hours.
That's incredible! Such a nice way to make fun and climb the ladder during first several weeks of expension! I recommend you craft golden Whizbang the Wonderful - gorgeous animation from new expansion - and more for the next expansions.
I tend to figure that these cards are going to be in standard for the next two years, and there is a high chance that the vast majority of them will find their way into some meta deck at some point. So I'm not too concerned with whether a particular legendary will be in a tier 1 deck or not, if it looks interesting I'll give it a shot. But I did also start this expansion with 33k dust, so I have a bit more freedom to try things out than some might.
Well as a priest player I always craft priest cards first. Then I always, but I mean ALWAYS, get rogue Legendaries (on packs, or the free ones, or the first 10 ones, always rogue) ,, both. But I'm already hating bomb warrior. Is crowded of them. You can't stop 8 bombs in your deck
I'm always super trigger happy on crafting. End up wasting too much dust. Now, I like to wait for new decks to come about that are dominant and fun to play, as opposed to a similar deck as last expansion with 1-4 new cards.
If you're hurting for dust/gold, I'd just play Arena and wait for the meta to settle a bit...a week or so.

is odd pirate rogue still a monster in wild? I was playing this end of last year. even warlock is great with molten giants as well.
I recently threw kingsbane pirate rogue together in wild. I had not played wild in awhile. The deck is really strong. I used to play some pirate warrior in wild, but rogue is the way to go. Yes, it is a monster. Lol
Legendary cards that 100% will see play in some shape or form are imo:
Keeper staladris (No reason, Not to play this card)
Jepetto Joybuzz (Greatest neutral combo enabler)
High potentials, but entirely dependent on the success off the decktype are Blastmaster boom (i would say that bomb warrior is 100% meta, although it‘s quite strong rn), Kalecgos (if not this meta then probably the next) and scargil.
Barista will probly also find it‘s deck at some point!

Heistbaron Togwaggle . I totally like this card.
Reason: Insane RNG Combos and a lot of Fun.
At this state noone will tell you what to craft and what to play, so enjoy it !

Arch-Villain Rafaam, a win condition for control and plan B for Zoolock. And any deck that isn't combo probably will want to run it.

blastmaster boom is super safe, I'd go with tak nozwhisker being quite safe to craft too since rogue tends to like to shuffle stuff
