Still, it could help players get a free ride to Rank 10. Just block every good player/bad match-up and your ladder is suddenly 20 times easier. I think you should be able to block them from adding you or chatting, but not playing against them. Honestly if emotes are that hindering to you then you should just squelch every person all the time, it only takes a second. If they implement a way to "delete" people from your ranked climb, there are so many ways it could be abused.

I also just don't like the idea of being able to arbitrarily decide that you don't have to face someone in a mode that's meant to be competitive.

The problem is that even if you personally wouldn't intend to abuse the system you're proposing, there are people out there who will. Sure, you want it in order to speed up your play (which is a reasonable use I guess), but what's to stop people from blocking bad match-ups or good players (as others have mentioned above)? While it's true that there are too many people to enable a free ride out of it, blocking people is enough for an edge over the competition. This edge gives an unfair advantage, which breaks the integrity of the laddering system.
But let's say you limited the number of blocks you could do, as you suggest. Who does that benefit? Limiting the blocks would prevent "gaming the system," but it also makes it so people wouldn't be able to use the system as intended. For example, say the limit is 25 accounts. Does that mean if 26+ people are problematic to me I'm just out of luck? Limiting the blocks means that it wouldn't even serve you or it's intended audience.
I appreciate what you're trying to get at with your blocking suggestion, but I think you should look at the problem from a different angle. If your problem is with BMing, don't think of the solution as "remove all BMers." Instead, think of it as "how might we encourage people to not BM" or "how might we discourage people from BMing." Maybe there could be a reputation system, where you can give praise (or possibly rewards) to players who play respectfully or show good sportsmanship. Maybe there should be an auto-squelch toggle. Maybe there should be a ladder where the rope timer is shorter. Idk, these ideas are just off the top of my head and likely have problems, but hopefully you get the general idea of what I'm trying to say.

The mere fact that your opponent isn't perfectly random, that it's based on rank, MMR, or arena win/losses is enough for people to game the system and streamsnipe high profile players.
This is why game design is so hard, along with why most ideas that are 'simple' aren't used. You have to think about how it'll be abused and don't underestimate dedicated player bases.
Now as far as Casual, I'm all for it, though honestly I don't think blocks will help long term since, chances are, you aren't seeing the same person over and over. I'm more interested in White Lists: making it easier to find people you WANT to play with instead of trying to block out folks you don't.

Re-read my post? Emotes are merely annoying. Far worse are the stallers.
They already made the turn time shorter, and some people are roping cuz they need to go take a piss or get a snack. Once you get to higher ranks everyone is legitately grinding and I don't think more than 1% of people are actually willing to waste their grind time just to get under an opponent's (who they will likely never see again) skin.

I completely agree with shadow, it seems like a good idea on paper, but implemented, It will just cause cheating, or perhaps ways to abuse the system.
You could always play the "grow a thicker skin" card.
Another thing you might consider is to separate fact from interpretation. I.e - You're only annoyed because you lost, don't let negativity define you.
