You may choose to build a deck that doesn't reply on those naxx cards too much, but yeah it is a little hard to build a deck that is entirely independent on naxx cards.
Like the dude above just said, you are able to hit legend with a deck without naxx cards, it all depends on your skills and time spent on the ladder.
Btw, unlocking first wing is a bit essential, those eggs and spiders are everywhere and very good cards.

That being said, you will be at a significant disadvantage. You will likely not climb the ladder as easily without those cards than you would if you had access to them.
In my opinion, there are simply way too many great cards in all of Naxxramas to pass up. Every single wing of Naxxramas gives up cards I see played daily in ranked.
I'd say these are the cards I see most frequently in today's meta, some more often than others but all quite useful in their own right. Denying yourself access to them is a significant handicap.
And of course, there's more cards than the ones I listed above. It's just these are the ones I tend to see played most frequently (I'd argue the Military Quarter has the least used cards played in today's meta). My advice is if you want to remain as competitive as possible, unlock Naxx and get the cards. While you can remain competitive without them, you won't be doing yourself any favors not getting them.
While I agree with CasmX's views on which Naxx cards are playable, I think it should be noted that a given deck would not need/want all the cards. So a deck like freeze mage might just get construct quarter, and have access to the only Naxx card that it really cares about Mad Scientist.
Can old decks that don't use naxx cards still be competitive in this meta?
Yes, but in general all decks benefit from a larger card pool, so having access to the Naxx cards is good.
But yes you can still get to legend without Naxx.
